The Senior Construction Manager
- Right of Way will provide leadership over one of the most schedule-sensitive aspects of major infrastructure delivery. The role will ensure that construction corridors are legally accessible, physically prepared, clearly demarcated, free from avoidable conflicts, and ready before individual road, utility, civil, pipeline, or power packages require access. By coordinating land, legal, survey, utility, contractor, authority, and construction interfaces, the position will help protect critical project milestones and reduce disruption caused by unresolved ROW constraints.

• Develop and implement a comprehensive Right of Way strategy covering infrastructure corridors across the Qiddiya master plan.
• Establish ROW priorities according to construction sequencing, critical milestones, and package requirements.
• Coordinate the acquisition, preparation, management, and eventual handover of ROW areas.
• Work with land acquisition teams, legal specialists, Client representatives, and project leadership to secure required access in a timely manner.
• Identify land ownership, easement, access, servitude, and boundary issues that may affect construction.
• Anticipate ROW conflicts and develop practical mitigation strategies before they affect project schedules.
• Maintain visibility of ROW readiness across roads, utilities, pipelines, power lines, and other infrastructure packages.
• Lead physical preparation of ROW corridors for construction activities.
• Oversee clearing, demolition, fencing, temporary access, boundary demarcation, and associated enabling works.
• Coordinate with Survey teams to verify boundaries, alignments, access limits, and corridor information.
• Ensure construction package managers receive prepared ROW areas in accordance with agreed dates.
• Maintain close coordination with Roads, Utilities, Civil, Structures, and other infrastructure delivery teams.
• Identify interface requirements between adjoining construction packages.
• Resolve access conflicts where multiple contractors need to use the same corridors or work areas.
• Coordinate phased access where ROW cannot be released as a single continuous area.
• Monitor existing utilities located within proposed construction corridors.
• Coordinate protection, diversion, relocation, or temporary support of power, water, telecommunications, gas, and other services.
• Ensure utility relocation works are sequenced to avoid unnecessary interruption to project activities.
• Work with utility owners and technical teams to establish approved protection and relocation strategies.
• Review temporary access arrangements required during utility diversion and infrastructure construction.
• Oversee contractors carrying out ROW enabling and preparation works.
• Monitor contractor progress against approved schedules and construction priorities.
• Review contractor resources, methodology, sequencing, and site readiness.
• Ensure ROW contractors achieve required quality and performance standards.
• Identify underperformance early and implement recovery measures where necessary.
• Conduct regular site inspections covering corridor readiness, access, boundaries, utility conflicts, safety, and progress.
• Verify completed ROW preparation before release to downstream construction packages.
• Monitor temporary roads, access tracks, fencing, signage, and boundary controls.
• Coordinate site access arrangements with Logistics and Construction teams.
• Serve as the primary site contact for major ROW matters.
• Liaise with Qiddiya stakeholders, relevant authorities, government agencies, landowners, and community representatives where required.
• Support engagement processes required to secure access or resolve ROW restrictions.
• Coordinate necessary permits and approvals associated with corridor access and use.
• Monitor permit validity and ensure required approvals are in place before activities begin.
• Ensure ROW activities comply with applicable Saudi laws, regulations, permits, and project requirements.
• Maintain comprehensive records covering surveys, land matters, permits, access agreements, approvals, and construction status.
• Establish structured ROW registers and action trackers.
• Maintain accurate records of corridor constraints and responsibility assignments.
• Prepare weekly and monthly reports covering ROW status, progress, key risks, forecasts, and required decisions.
• Provide early warning when access or ROW issues threaten construction milestones.
