The Project Manager
- Public Realm will lead assigned public realm, parks, open space, and streetscape construction packages within a flagship urban development environment in Riyadh. The position requires strong site-based leadership, practical construction judgment, contract awareness, and the ability to coordinate landscape works, civil infrastructure, utilities, roads, pedestrian spaces and adjacent developments. The role helps ensure that public realm assets are delivered safely, efficiently, and to a standard that supports livability, accessibility, community experience, and long-term operational performance.
- Lead end-to-end project delivery for assigned public realm, parks, open space, and streetscape packages from mobilization through final handover.
- Manage project scope, schedule, cost, risk, quality, documentation, and delivery performance in accordance with Parsons project management procedures.
- Oversee site-based construction supervision teams and ensure works comply with approved drawings, specifications, codes, standards, and client requirements.
- Review contractor work programs, construction sequencing, method statements, procurement schedules, quality plans, and HSE plans.
- Coordinate interfaces between parks, streetscapes, public open spaces, utilities, roads, landscape works, pedestrian areas and adjacent developments.
- Chair regular progress meetings, technical reviews, coordination sessions, risk discussions, and stakeholder workshops with contractors, consultants, client representatives and authorities.
- Prepare and present periodic progress reports, risk updates, issue logs, KPI dashboards, and management briefings for the client and Parsons senior leadership.
- Lead reviews of RFIs, shop drawings, material submittals, mock-ups, samples, technical queries and construction proposals to protect design intent and constructability.
- Support value engineering and design optimization while maintaining quality, public user experience, safety, sustainability, accessibility and maintainability.
- Drive implementation of HSE requirements and promote a strong safety culture across all site activities.
- Support contract administration activities including variation reviews, claim assessments, payment application checks and commercial coordination.
- Ensure compliance with Parsons quality management systems, project documentation standards, audit requirements, and reporting procedures.
- Coordinate multidisciplinary teams covering civil works, landscape architecture, utilities, roadworks, lighting, irrigation, drainage, structures and public realm finishes.
- Identify delivery risks, interface conflicts, site constraints, procurement delays and quality concerns, then implement practical recovery actions.
- Maintain strong communication with contractors, consultants, authorities, stakeholders and internal teams to support timely project decisions.
- Monitor construction progress against baseline schedules and escalation issues affecting milestones, budget, quality or handover readiness.
- Bachelor's degree in Civil Engineering, Architecture, Landscape Architecture, Urban Planning, Construction Management or a related discipline.
- Minimum 10 to 15 years of relevant experience in construction supervision, project management, infrastructure delivery or urban development projects.
- At least 5 years of experience in a Project Manager role on large-scale public realm, infrastructure, mixed-use, streetscape, parks or public open space projects.
- Proven experience managing site-based construction supervision teams and coordinating contractor performance on complex development programs.
- Strong understanding of public realm design principles, landscape works, streetscape construction, urban infrastructure, utilities coordination and public open space delivery.
