- External Areas in Riyadh, Saudi Arabia is a senior Construction opportunity responsible for coordinating the successful delivery of external works across a major development program. Parsons is hiring an experienced delivery professional to manage construction interfaces, contractors, schedules, quality, safety, stakeholder requirements, and multidisciplinary packages covering public realm, infrastructure, landscaping, roads, utilities, and associated external areas.

Role Context

The Delivery Manager will provide coordinated leadership across external areas where multiple construction packages and disciplines converge. The assignment may encompass roads, pedestrian environments, landscaping, irrigation, utilities, drainage, lighting, hardscape, softscape, street furniture, access routes, and other public realm infrastructure associated with the development. A central requirement of the role is managing interfaces. External areas frequently represent the final integration point between buildings, infrastructure networks, landscape works, transportation systems, and operational assets.

The Delivery Manager will coordinate these dependencies, establish clear delivery priorities, resolve constraints, and drive work packages toward safe completion and handover.

Key Responsibilities
  • Manage delivery of external works and associated infrastructure across assigned project areas.
  • Coordinate construction packages involving public realm, roads, utilities, landscaping, irrigation, drainage, lighting, and site development works.
  • Establish delivery priorities and ensure individual packages remain aligned with overall program milestones.
  • Coordinate interfaces between external works and buildings, structures, transportation systems, utility networks, MEP services, and operational facilities.
  • Monitor contractor and subcontractor performance against approved schedules, technical requirements, quality standards, and HSE obligations.
  • Review construction sequencing to ensure underground infrastructure, surface finishes, landscaping, and final installations proceed in the correct order.
  • Work with Engineering teams to resolve design interfaces, constructability concerns, technical queries, and incomplete information affecting site progress.
  • Coordinate RFIs, design clarifications, site instructions, and approved design changes through the appropriate project processes.
  • Monitor construction progress against baseline schedules, look-ahead programs, key milestones, and completion priorities.
  • Collaborate with Project Controls and Planning teams to identify schedule risks, critical interfaces, and emerging delays.
  • Develop practical mitigation and recovery measures where construction performance falls behind planned targets.
  • Coordinate availability of work fronts, access, materials, resources, temporary facilities, and construction logistics.
  • Lead multidisciplinary coordination between Civil, Structural, Utilities, Landscape, Irrigation, Electrical, Mechanical, Architectural, and specialist teams.
  • Ensure roadways, pedestrian routes, plazas, landscape areas, and public spaces integrate correctly with surrounding infrastructure.
  • Coordinate utility crossings, tie-ins, chambers, drainage connections, irrigation networks, lighting, and other external services.
  • Monitor hardscape installation, paving, curbs, street furniture, signage, barriers, and associated public realm elements where included in the scope.
  • Coordinate softscape and irrigation activities with preceding civil and utility works to prevent rework or damage.
  • Work with Quality teams to verify implementation of Inspection and Test Plans and approved project procedures.
  • Track defects, NCRs, quality observations, punch-list items, and incomplete works through resolution.
  • Coordinate with HSE personnel to maintain safe access, excavation controls, lifting requirements, traffic management, and protection of workers and the public.
  • Review contractor Method Statements and delivery proposals for major external work activities.
  • Monitor materials, equipment, and specialist products required for external area completion.
  • Coordinate stakeholders whose activities or approvals influence construction progress and final acceptance.
  • Lead regular delivery meetings and ensure actions are assigned, tracked, and closed within required time frames.
