Overview

We are seeking a highly experienced Project Controls Manager to lead and manage all project controls functions for a major site supervision consultancy project in Riyadh, Saudi Arabia. The Project Controls Manager will be responsible for overseeing planning and scheduling, cost control, progress monitoring, risk management, reporting, change management, and performance measurement to ensure successful project delivery. The successful candidate will provide strategic project controls leadership, supporting project management and client decision-making through accurate forecasting, performance analysis, and reporting.

This role requires extensive experience in large-scale building developments and a strong understanding of project controls best practices within consultancy and construction environments.

Responsibilities
  • Lead and manage all project controls activities including planning, scheduling, cost management, risk management, progress measurement, and reporting.
  • Establish and maintain the Project Controls Management Framework, procedures, and reporting systems.
  • Review and recommend approval of contractors' baseline schedules, revised schedules, recovery plans, and project control procedures.
  • Develop and maintain integrated project controls systems to monitor schedule, cost, risk, and performance metrics.
  • Monitor project progress against approved baselines and identify deviations, delays, and performance issues.
  • Prepare project dashboards, management reports, executive summaries, and KPI reports for client and senior management review.
  • Lead project forecasting activities, including completion dates, resource requirements, and project performance projections.
  • Coordinate with planning, commercial, engineering, construction, and supervision teams to ensure alignment of project objectives.
  • Monitor and evaluate contractor performance, productivity, and compliance with contractual obligations.
  • Oversee project cost tracking and reporting in coordination with the commercial and contract administration teams.
  • Manage project change control processes and evaluate the impact of changes on cost, schedule, and project delivery.
  • Review and assess Extension of Time (EOT) submissions, delay analyses, and claims related to project controls matters.
  • Lead risk management activities, including risk identification, assessment, mitigation, and reporting.
  • Maintain project risk registers and monitor the implementation of mitigation strategies.
  • Conduct trend analysis and provide early warning notifications on emerging project risks and issues.
  • Oversee progress measurement methodologies and verify contractor-reported progress.
  • Support contract administration activities through project controls analysis and performance assessments.
  • Participate in project review meetings, progress workshops, and executive management meetings.
  • Ensure compliance with project governance requirements, reporting standards, and client procedures.
  • Provide strategic recommendations to project leadership to improve project performance and delivery outcomes.
  • Lead, mentor, and develop project controls engineers, planners, and reporting specialists.
Qualifications
  • Bachelor's Degree in Civil Engineering, Construction Management, Project Management, Quantity Surveying, or a related discipline.
  • Master's Degree in Construction Management, Project Management, Engineering, or Business Administration is preferred.
  • Professional certifications such as PMP, PMI-SP, PSP (Planning & Scheduling Professional), EVP (Earned Value Professional), AACE Certification, or equivalent are highly desirable.
  • Minimum 15+ years of overall professional experience in project controls, planning, scheduling, and performance management.
  • Minimum 8 years of experience as a Project Controls Manager on large-scale building construction projects.
  • Proven experience on convention centres, hospitality developments, hotels, resorts, mixed-use developments, commercial buildings, and major urban developments.
  • Extensive experience within Site Supervision Consultancy, PMC, Engineering Consultancy, or Construction Management environments.
  • Advanced proficiency in Primavera P6, Microsoft Project, Power BI, and project controls reporting tools.
  • Strong knowledge of cost control, planning, scheduling, progress measurement, performance management, and risk management principles.
