Role Context

The Contracts Manager will provide contractual leadership across a complex Delivery Partner environment where commercial decisions directly affect cost, schedule, risk, and project outcomes. The role requires close control of contract obligations, claims, variations, change requests, procurement interfaces, and stakeholder negotiations. By identifying contractual exposure early and maintaining disciplined administration throughout the project lifecycle, the position will help protect both Parsons and Client interests while supporting successful delivery across multiple packages and work streams.

Key Responsibilities
  • Administer complex FIDIC, NEC, and bespoke contracts in accordance with contractual obligations and applicable Saudi Arabian law.
  • Provide direction across contract management activities to support consistent outcomes throughout the project portfolio.
  • Review contractual terms, notices, entitlements, obligations, and procedural requirements.
  • Identify commercial and contractual risks during early project stages and develop practical mitigation strategies.
  • Assess significant variations, change orders, claims, and potential dispute matters.
  • Lead or support negotiations with contractors, consultants, suppliers, and other stakeholders.
  • Evaluate Change Requests and maintain complete change management documentation through Engineer 's Instructions and Variation Orders.
  • Verify that changes are adequately supported by scope, cost, schedule, and contractual justification.
  • Monitor compliance with contractual terms and conditions throughout project execution.
  • Advise project teams on contract interpretation, entitlement, notification requirements, and risk allocation.
  • Implement contract and commercial strategies that support project objectives and value optimization.
  • Coordinate with commercial and cost teams on project budgets, forecasts, and financial exposure.
  • Prepare contractual reports, forecasts, commercial assessments, and management summaries.
  • Work with procurement teams to ensure sourcing and contracting activities align with project requirements and organizational procedures.
  • Review consultant, contractor, and supplier performance from a contractual and commercial perspective.
  • Maintain strong professional relationships with delivery partners while protecting project interests.
  • Identify emerging contractual or financial challenges and develop contingency actions before impacts escalates.
  • Coordinate closely with project management, finance, procurement, commercial, planning, engineering, and legal stakeholders.
  • Represent the project during commercial discussions, contractual negotiations, and dispute resolution meetings.
  • Ensure compliance with legal, regulatory governance, and contractual requirements.
  • Maintain auditable contract records, correspondence, notices, approvals, and change documentation.
  • Present significant contractual risks, claims, changes, and commercial issues to senior management and Client stakeholders.
Ideal Profile
  • Bachelor 's degree in Quantity Surveying, Construction Law, or a closely related discipline.
  • Minimum 12 years of progressive experience in contracts management or commercial management.
  • Strong background across major construction, infrastructure, or engineering projects.
  • Extensive knowledge of FIDIC contract forms and practical contract administration.
