Role Context

The Quantity Surveyor will support the commercial and cost management function of a major Riyadh infrastructure PMO, working across design, procurement, construction, and change management activities. The position will provide independent verification of quantities, estimates, BOQs, payment applications, and variation impacts, helping the Client maintain accurate cost visibility and disciplined financial control across multiple project packages.

Key Responsibilities
  • Support commercial evaluation of tender submissions through detailed quantity and cost analysis.
  • Review pricing structures and assess whether tendered quantities are consistent with issued design information.
  • Prepare project cost estimates after design packages are released.
  • Review and validate project budgets against approved scope and design development.
  • Check designer-prepared BOQs for completeness, measurement accuracy, and consistency.
  • Review both priced and unpriced BOQs before procurement and contract award activities progress.
  • Identify missing quantities, duplicated items, measurement inconsistencies, and scope gaps.
  • Lead or support BOQ remeasurement activities undertaken by PMCM Quantity Surveying teams.
  • Verify remeasurement outputs at design, construction, variation, and closeout stages.
  • Apply appropriate measurement principles when assessing civil and infrastructure quantities.
  • Review Interim Payment Applications and Interim Payment Certificates following PMCM assessment.
  • Verify quantities claimed against actual progress and contractual measurement requirements.
  • Assess valuation logic and identify unsupported or incorrectly measured payment items.
  • Coordinate with commercial teams where discrepancies require clarification or correction.
  • Support assessment of Change Orders and contract variations.
  • Prepare quantity take-offs for proposed changes and revised works.
  • Evaluate the cost impact of design revisions, Client instructions, and changed site requirements.
  • Support claims reviews where quantity, measurement, or valuation issues are material.
  • Prepare independent high-level cost estimates for proposed changes and option studies.
  • Develop budgetary estimates for confidential Client studies and ad-hoc commercial requests.
  • Review significant quantities arising from Client-driven changes.
  • Assess high-value changes involving fill materials, bridge finishes, landscaping, and other infrastructure elements.
  • Compare proposed quantities against drawings, specifications, and available site information.
  • Support value analysis by identifying major cost drivers within changing scopes.
  • Assist in preparing and updating program-level cash flow forecasts.
  • Coordinate cost forecasts with anticipated payment profiles and project delivery schedules.
  • Provide quantity and valuation inputs into broader commercial reporting.
  • Work closely with PMCM commercial teams to improve consistency and accuracy of submissions.
  • Review supporting documentation before recommendations are forwarded to the Client.
  • Participate in workshops with designers covering quantity take-off methodology.
  • Provide input on BOQ structure, measurement rules, and package organization.
  • Encourage consistent quantity measurement practices across design disciplines.
  • Maintain clear records supporting cost estimates, payment reviews, and variation assessments.
  • Prepare concise cost advice and technical commercial notes for Client review.
  • Provide independent recommendations where commercial submissions require challenge or validation.
  • Support reconciliation of quantities between design, tender, construction, and final measurement stages.
  • Assist senior commercial personnel with cost reviews, reporting, and financial analysis.
  • Monitor emerging quantity-related risks that could affect project budgets.
  • Ensure cost and quantity assessments are evidence-based, traceable, and professionally documented.
