The Project Controls Manager will establish the performance framework used to measure and forecast delivery of a complex metro station from active construction through systems integration, commissioning, and handover. The position will combine schedule governance, cost intelligence, progress measurement, and change analysis to provide project leadership with an accurate forward-looking view of performance. Particular attention will be required around multidisciplinary interfaces where late design information, construction constraints, systems integration, or commissioning dependencies could affect critical milestones.
Key Responsibilities- Lead the complete project controls function covering planning, scheduling, cost analysis, progress measurement, forecasting, reporting, and change control.
- Establish and maintain the integrated project baseline against approved scope, contractual milestones, budget, and delivery requirements.
- Oversee detailed schedules incorporating design, procurement, construction, interfaces, testing, commissioning, operational readiness, and handover.
- Monitor critical and near-critical paths and identify emerging threats to key project milestones.
- Analyze schedule performance, float consumption, slippage, productivity trends, and milestone movement.
- Evaluate the effects of design revisions, construction changes, interface constraints, delayed information, and other disruptions.
- Develop reliable forecasts for project completion, cost performance, and key delivery milestones.
- Maintain structured progress measurement processes across civil, structural, architectural, MEP, systems, finishes, and public realm activities.
- Coordinate project controls requirements between technical disciplines and major project work streams.
- Integrate testing and commissioning dependencies into overall project planning and performance reporting.
- Lead development of project controls dashboards, executive reports, performance indicators, and management information.
- Provide the Client and project leadership with clear analysis of current performance, emerging trends, and required corrective actions.
- Prepare statistical, schedule, cost, progress, and forecast reports for regular project reviews.
- Provide specialized project controls advice when complex schedule, cost, or performance issues arise.
- Support change management by assessing time and cost implications of variations, claims, delays, and potential change orders.
- Develop schedule impact analyses that clearly establish the effect of proposed or realized project changes.
- Coordinate with commercial and contracts teams where project controls findings may affect claims, entitlement, or contractual milestones.
- Maintain traceable records supporting schedule and cost assessments associated with change events.
- Review consultant, contractor, supplier, and subcontractor schedules and progress information for accuracy and alignment.
- Challenge unsupported forecasts, unrealistic recovery assumptions, and inconsistencies in reported performance.
- Support development and assessment of mitigation and recovery schedules for delayed activities.
- Monitor interfaces between construction packages to identify dependencies that could constrain downstream work.
