Role Context The Commercial Manager will sit at the intersection of project delivery, contractual governance, and financial performance. The role is responsible for maintaining commercial discipline across complex contract portfolios, ensuring that project decisions are supported by robust cost data, clear contractual interpretation, and timely risk assessment. By controlling changes, claims, forecasts, and commercial interfaces, the position will help preserve project value while supporting successful delivery within the requirements of Saudi Arabian regulations and major infrastructure governance frameworks.
Key Responsibilities- Lead commercial management activities across assigned contracts and major project work streams.
- Oversee cost planning, budgeting, cash flow forecasting, financial reporting, and commercial performance tracking.
- Monitor project expenditure against approved budgets and identify emerging financial pressures before they materially affect delivery.
- Apply Earned Value Analysis to evaluate cost and schedule performance and support reliable forecasting.
- Administer complex contracts under FIDIC, NEC, bespoke, and other applicable contractual frameworks.
- Ensure contractual obligations, notices, entitlements, and procedural requirements are managed consistently.
- Review contract terms and determine the commercial implications of changes in scope, design, schedule, procurement, or execution.
- Identify contractual and financial risks early and develop mitigation strategies that protect Parsons and client interests.
- Lead commercial assessments of variations, change orders, claims, and compensation events.
- Negotiate commercial settlements with contractors and subcontractors while maintaining contractual and financial discipline.
- Support dispute avoidance and resolution through clear records, contractual analysis, and structured negotiation.
- Maintain effective commercial governance in accordance with Saudi procurement requirements and project procedures.
- Act as a principal commercial interface with clients, government stakeholders, consultants, and major subcontractors.
- Evaluate contractor submissions and challenge assumptions that could expose the project to unnecessary cost or contractual risk.
- Drive value optimization by assessing alternative commercial and procurement approaches.
- Prepare commercial dashboards, executive reports, cost forecasts, and decision-support material for senior leadership.
- Present complex financial and contractual matters clearly to executive stakeholders.
- Lead and mentor Quantity Surveyors, Cost Engineers, and other commercial professionals.
- Promote consistent commercial standards, professional integrity, and disciplined record management across the team.
- Bachelor 's degree in Quantity Surveying, Commercial Management, or a closely related discipline.
- Minimum 12 years of progressive commercial management experience.
- Strong track record on large-scale engineering, infrastructure, or mega-construction projects.
- Extensive Middle East or GCC experience, with strong understanding of Saudi Arabian project environments.
- Proven knowledge of Saudi regulatory frameworks, procurement practices, and major Vision 2030 development programs.
