As part of our expanding footprint in the region, we are seeking an experienced Quantity Surveyor to provide client-side commercial and cost management support on a major construction project in Saudi Arabia.
Working closely with the Commercial Manager and Project Manager, you will oversee contractor commercial performance, assess applications for payment, manage change and variation processes, support cost forecasting, and provide clear commercial advice to support project delivery and decision-making.
The successful candidate will bring strong experience working under major construction contracts, ideally NEC4 and/or FIDIC, together with a proactive approach to commercial management, cost control, risk management, and stakeholder engagement.
Key Responsibilities:Commercial & Cost Management
- Review contractor applications for payment and assess contractual entitlement.
- Verify completed works against contract requirements, project progress, and agreed payment mechanisms.
- Prepare payment assessments and commercial recommendations.
- Monitor project costs, commitments, liabilities, and expenditure against approved budgets.
- Maintain accurate commercial records and reporting.
- Assess notified changes, variations, compensation events, and their commercial impact.
- Evaluate contractor quotations, cost submissions, risks, and programme implications.
- Prepare independent estimates and commercial assessments.
- Maintain change registers and ensure approved changes are reflected in project forecasts and contract values.
- Identify emerging commercial risks and opportunities.
- Maintain cost reports and forecast final project costs.
- Track actual and forecast expenditure against approved budgets.
- Analyse cost trends, risks, and commercial performance.
- Provide regular commercial reports and recommendations to project leadership.
- Support commercial assurance, governance, and audit activities.
- Support the administration and commercial management of construction contracts.
- Participate in risk management and early warning processes.
- Advise on the commercial implications of project decisions and contract actions.
- Monitor contractual obligations, key milestones, and compliance requirements.
- Build effective working relationships with contractor commercial teams to resolve issues efficiently and proactively.
- Work collaboratively with project controls, engineering, construction, finance, and contractor teams.
- Provide clear commercial analysis and advice to support informed decision-making.
- Present complex commercial matters in a concise and practical manner.
What You’ll Need:
Essential Experience & Qualifications
- Degree or equivalent qualification in Quantity Surveying, Commercial Management, Construction, Engineering, or a related discipline.
- Proven experience in quantity surveying or commercial management on construction, infrastructure, engineering, or major capital projects.
- Experience administering construction contracts under FIDIC, NEC4, or other recognised international forms of contract.
- Strong understanding of payment mechanisms, change management, cost control, forecasting, and contractor commercial management.
- Ability to assess contractor submissions and provide robust commercial recommendations.
- Strong analytical, negotiation, and reporting skills.
- Excellent stakeholder management and communication abilities.
- Fluent Arabic and English language skills (written and verbal), with the ability to engage effectively with Saudi contractors, consultants, and project stakeholders.
- NEC4 ECC experience, particularly Option A contracts.
- Professional membership, or working towards membership, of RICS, CIOB, or equivalent.
