Senior Urban Planner
- Housing Strategy in Riyadh, Saudi Arabia is a senior Architecture and Planning opportunity with Parsons Corporation for a Saudi National planning professional who can lead strategic urban planning policies, housing development frameworks, and real estate development initiatives. The role is focused on land use optimization, master planning, regulatory alignment, housing supply improvement, stakeholder coordination, and planning strategies that support Vision 2030 and Saudi Arabia's long‑term urban development goals.

• Lead the preparation and review of strategic urban plans, policies, frameworks, and planning recommendations aligned with national and sector objectives.
• Develop housing and real estate development strategies that support land use optimization, supply enhancement, investment planning, and long‑term urban growth.
• Oversee the preparation of regional plans, master plans, local plans, planning studies, and development frameworks.
• Ensure planning outputs comply with applicable regulatory requirements, planning standards, Saudi Building Code considerations, and approved government guidelines.
• Coordinate with government entities, municipalities, developers, consultants, and other stakeholders to align planning priorities and support project delivery.
• Conduct and review urban planning studies, socio‑economic assessments, technical studies, feasibility reviews, and market analysis for real estate and housing projects.
• Contribute to the development, review, and improvement of planning codes, design guidelines, policy documents, and regulatory frameworks.
• Monitor the implementation of strategic plans and recommend improvements that increase efficiency, sustainability, housing delivery, and development performance.
• Support planning initiatives linked to Vision 2030, national housing strategies, urban transformation, and real‑estate sector development.
• Analyze land use patterns, development capacity, infrastructure interfaces, demographic trends, and housing demand indicators.
• Prepare clear planning reports, policy briefs, presentation materials, technical notes, and stakeholder submissions.
• Review planning proposals and development concepts to confirm alignment with strategic objectives, regulatory expectations, and market needs.
• Provide guidance to junior planning staff and contribute to capability building within the planning team.
• Manage planning deliverables under tight timelines while maintaining quality, clarity, and technical accuracy.
• Help resolve multi‑stakeholder planning issues by balancing policy requirements, development feasibility, community outcomes, and delivery priorities.

• Saudi National candidate.
• Bachelor's degree in Urban Planning, Urban Design, Architecture, Real Estate Development, Civil Engineering, or a closely related discipline.
• Around 12 years of experience in urban planning, strategic planning, housing development, real estate planning, or municipal planning.
• Strong understanding of Saudi Building Code requirements, national housing programmes, municipal planning processes, and regulatory frameworks.
• Demonstrated ability to develop urban planning policies, housing strategies, planning guidelines, and real estate development frameworks.
• Experience preparing or reviewing regional plans, master plans, local plans, land use plans, and development strategies.
• Strong knowledge of housing supply planning, land use optimization, development feasibility, market assessment, and investment‑driven planning.
