The Stakeholder Manager will provide a central coordination function between the project and the organizations whose technical requirements, decisions, reviews, and approvals influence airport delivery. The role will convert a complex network of authority, Client, consultant, contractor, and multidisciplinary interfaces into controlled actions with clear ownership and measurable closure. Particular emphasis will be placed on GACA and aviation authority engagement, design consultant coordination, approval dependencies, and technical interface management.
By identifying emerging conflicts and approval bottlenecks early, the position will help prevent stakeholder issues from developing into design delays, procurement disruption, construction constraints, or costly project changes.
- Lead stakeholder management activities across airport, airfield, infrastructure, utility, and associated development packages.
- Develop and maintain the Stakeholder Management Plan and supporting engagement strategy.
- Identify, map, assess, and categorize engineering, design, authority, operational, and technical stakeholders.
- Establish effective communication routes between internal project teams and external organizations.
- Maintain the Stakeholder Register, engagement matrix, action trackers, decision logs, and approval records.
- Establish clear ownership and accountability for stakeholder requirements and outstanding actions.
- Serve as a principal coordination interface between the Project Team, GACA, and other relevant aviation authorities.
- Coordinate technical engagement associated with airport facilities, airfield infrastructure, aviation systems, and supporting works.
- Track authority submissions, technical observations, comments, permits, NOCs, clearances, and formal approvals.
- Facilitate GACA and aviation authority design reviews, workshops, and technical coordination meetings.
- Coordinate responses to authority comments with appropriate engineering disciplines and design consultants.
- Maintain traceability between authority requirements, project responses, technical decisions, and final approvals.
- Identify unclear or conflicting authority requirements and facilitate structured resolution.
- Communicate approved authority requirements to design consultants, contractors, and affected project teams.
- Monitor authority approval status and highlight potential consequences for design, procurement, construction, testing, or handover.
- Manage interfaces with the Lead Design Consultant and specialist design consultants.
- Coordinate stakeholder requirements across multiple consultant design packages.
- Verify that consultants address Client and authority comments within agreed review periods.
- Assign technical comments to the responsible discipline and monitor them through closure.
- Organize multidisciplinary design review workshops involving consultants, authorities, Client representatives, and project teams.
- Monitor design deliverables against stakeholder requirements, approvals, and project milestones.
- Identify gaps, inconsistencies, and unresolved dependencies between design packages.
- Facilitate resolution of cross-disciplinary design conflicts and competing technical requirements.
- Ensure significant design decisions are recorded and distributed to affected stakeholders.
- Support management of consultant performance where delayed responses or incomplete stakeholder actions threaten project progress.
- Coordinate technical interfaces across Civil, Structural, Architectural, MEP, Utilities, ICT, Aviation Systems, Airfield, and Infrastructure disciplines.
