• Master’s or Bachelor’s degree in Civil Engineering or Quantity Surveying
• Minimum of 20 years of international experience in the field
• MRICS certification preferred

• Work as a team member in Gulf-based projects with MNCs and reputed international consultants for Pre-Contract Infrastructure Design Projects
• Minimum of 10 years experience in cost estimation or cost engineering for infrastructure development projects
• Conduct feasibility studies (cost per key, cost per m²),
  cost planning
  , and estimating
• Prepare pre-tender estimates
  , value engineering
  , and cash flow forecasts
• Produce Bills of Quantities (POMI and CESSM3)
• Provide tender services
  , including drafting tender documents (Instructions to Tenderers, Appendix to Tender, General & Specific Conditions), tender analysis, evaluation, negotiations, recommendations, and contract agreements (
  FIDIC experience preferred
  )
• Proficient in cost estimation software and tools
• Coordinate with Quantity Surveyors as a team leader
• Prepare detailed cost estimates for all project phases: conceptual, schematic design, detailed design, and construction
• Analyze project requirements and specifications to assess costs and project feasibility
• Coordinate with interdisciplinary teams to identify cost-reduction opportunities while maintaining quality
• Possess strong technical writing skills in English
• Excellent verbal and written communication skills with ability to present complex data effectively
• Must be working in KSA with transferable Iqama

• Proficient in cost estimation software and reporting tools
• Excellent communication, negotiation, and presentation skills
• Ability to analyze complex project data and make strategic recommendations
