We are currently seeking a Project Manager who is an expert in design development and planning and will be responsible for leading all aspects related to the technical, administrative, and stakeholder coordination for the project’s design phase. This includes the management of multidisciplinary teams, ensuring compliance with local and international best practices, and delivering high‑quality outputs in accordance with the requirements set by Saudi authorities and the National Centre for Privatization.

• Develop and implement an integrated stakeholder management plan covering all project phases.
• Coordinate effectively with stakeholders and government agencies to secure necessary approvals.
• Review and analyze all existing studies related to the metro project.
• Collect all relevant data and plans.
• Identify conflicts and gaps, ensuring compatibility of new designs with the current situation.
• Detail the proposed route based on population density, traffic analyses, future urban plans, and environmental/social impact assessments.
• Ensure comprehensive studies to determine and formalize the final alignment.
• Manage topographic and geotechnical surveys (including soil testing) for the proposed route.
• Prepare general route plans, identifying station locations, bridges, depots, maintenance areas, and control centres.
• Optimize planning to minimize expropriation and service conversion costs.
• Supervise and review structural design of bridges, stations, and all project components, ensuring adherence to local and international standards.
• Guide station and facility architectural designs in alignment with the respective architectural identity.
• Oversee rainwater drainage network design, hydrological and hydraulic studies.
• Review the design for the conversion, protection, and connection of infrastructure networks.
• Prepare specifications for system operations (rolling stock, signaling, smart ticketing, communications).
• Organize and manage value engineering workshops (involving certified consultants) for the bridge design.
• Incorporate workshop recommendations in final engineering designs.
• Oversee preparation of 3D models and a 1.5‑minute simulation video to visually demonstrate project outcomes.
• Prepare expropriation reports, identifying impacted land/buildings and estimating associated costs in coordination with accredited real estate evaluators.
• Develop detailed cost estimates (±10%) and quantity schedules for all design elements, materials, and works.
• Financial and Technical Feasibility.
• Coordinate preparation of financial/technical studies in line with National Center for Privatization requirements.
• Prepare tender documents for all necessary contracts, aligning with privatization requirements.
• Develop cost estimations and evaluation mechanisms for tender packages.

• Bachelor’s or master’s degree in engineering design management or a related discipline.
• At least 15 years of hands‑on experience managing large‑scale, multidisciplinary metro or urban transit projects.
• PMP or equivalent certification preferred and experience with metro systems would be advantageous.
• Proven practical experience in Saudi Arabia, with a deep understanding of local regulations, standards, and stakeholder environments.
• Demonstrated expertise in managing the engineering design development and planning of complex infrastructure projects.
• Track record of defining and enforcing quality assurance standards for designs and technical studies.
• Significant experience with public transport projects delivered in partnership with the private sector (PPP/PFI models).
• Strong leadership, communication, and project management skills.
