Responsibilities

The main purpose of the Senior Materials Engineer role is to execute purchasing tasks in an efficient and timely manner, while complying with ESEC's standards of price, quality, timing and reliability of supply.

  • Support in the development of KSA national employees across the team to support corporate objectives, Saudization targets and the knowledge dissemination culture to ensure optimal building of internal capabilities and maximize their performance.
  • Conduct affairs with the highest standards of respect, integrity, accountability, agility, quality, safety and corporate governance.
  • Ensure compliance with Code of Ethics policy and adopting company values.
  • Adopt and utilize systems and ERP in the function.
  • Directly handle complex purchases and sophisticated / difficult suppliers which are beyond the capability of Material Engineers.
  • Capture, leverage and standardize the Company's procurement techniques and tools.
  • Coordinate with superiors to complete and update the Procurement Plan, and ensures it is regularly updated.
  • Coordinate and consolidate requests for materials among multiple projects to negotiate the most advantageous terms.
  • Get actively involved in the prequalification of suppliers and subcontractors.
  • Evaluate whether suppliers are capable of consistently delivering products and services to the company in a timely manner and within the Company's required quality standards.
  • Complete the PMA (Permanent material approvals).
  • Review RFQ package for compliance with the agreed upon template and guidelines. Work with site operations to resolve any issues impacting the quality / completeness of the package.
  • Prepare the vendor short-list from the approved vendor list. Tabulate received quotations in the Quotation Evaluation Sheet to allow the evaluation and comparison offers.
  • Under the supervision of P&M Manager, negotiate the price and payment terms with the final vendor.
  • Prepare Purchase orders as per approved submittals, and ensures they are issued in a timely and effective manner.
  • Work with suppliers to ensure that performance targets are attained.
  • Establish and track recovery plans to address supplier issues.
  • Drive corrective actions with suppliers when quality, delivery and cost performance targets are not met.
  • Assist in the search for new suppliers and subcontractors.
  • Conduct the periodic evaluation of suppliers.
  • Maintain quality and price records for all purchased items.
  • Assist the Procurement management in identifying and tracking the Procurement Department's KPIs.
  • Provides support for the professional development of direct reports.
  • Report to and supports the P & M Manager on all procurement decisions.
Qualifications
  • Bachelor's in engineering, Business Administration; relevant technical certificates.
  • Excellent knowledge of the construction industry; ideally, has held a purchasing role within a construction company.
  • Ability to identify cost reduction opportunities.
  • Minimum 5 years' experience in Supply Chain / Procurement in a comparable sized operation to ESEC.
  • Experience in the Middle East is a strong plus.
  • Fluent in English;
    Arabic language proficiency preferred.
  • Proficient in MS office Suites.
  • Previous experience with Relevant Oracle Modules is a strong plus.
