Role Description

This is a full-time on-site role based in Riyadh, Saudi Arabia, for an Infrastructure & Earthworks Cost Estimation / Pricing Engineer. Responsibilities include preparing accurate cost estimates for infrastructure and earthworks projects, analyzing project requirements, and ensuring proper pricing models in alignment with market and organizational standards. The role requires close collaboration with project teams to evaluate scope, define budgets, and ensure cost-effective solutions.

Additional tasks involve reviewing tender documents, conducting risk assessments, and providing pricing analysis to support project planning and bidding strategies.

Qualifications Job summary
  • Responsible for preparing accurate, competitive cost estimates and bids for infrastructure and earthworks packages (roads, earthworks, drainage, utilities, embankments, cut-and-fill, retaining works). Develops unit rates, performs take-offs and quantity verification, leads tender pricing, supports subcontractor procurement, and post-award cost control and change management.
Key responsibilities
  • Prepare detailed estimates and tender submissions for earthworks, highways, drainage, utilities, and related infrastructure works.
  • Perform quantity take-offs from drawings, plans, cross-sections, and BIM/Civil 3D models; validate volumes (cut/fill), pavement layers, and excavation/backfill quantities.
  • Develop and maintain unit rate build-ups (labor, plant, materials, productivity, overheads, profit) and cost databases for earthworks items.
  • Produce risk and sensitivity analyses, identify key cost drivers, and propose mitigation/contingency.
  • Lead tender clarifications, technical-commercial queries, and coordinate with design, procurement, and site teams.
  • Evaluate subcontractor and supplier quotations; perform commercial comparisons and recommend award strategy.
  • Carry out value engineering to improve competitiveness while protecting margins and constructability.
  • Support contract negotiations and prepare pricing sections of commercial proposals.
  • Provide post-award support: baseline estimate reconciliation, change order pricing, monthly valuation support, claims preparation, and cost forecasting.
  • Ensure estimates comply with applicable contract conditions (e.g., FIDIC), client specifications, and local codes.
  • Maintain strong relationships with suppliers, plant hirers, and subcontractors to secure competitive pricing and lead times.
Qualifications & experience
  • Bachelor's degree in Civil Engineering, Construction Management, Quantity Surveying, or equivalent.
  • (3:6) years’ experience in estimating/pricing of infrastructure and earthworks (senior hires typically 3–6+ years).
  • Proven experience on large civil infrastructure projects (roads, highways, earthworks, utilities, airport/rail support works) — experience in GCC/Saudi projects is a plus.
  • Familiarity with contract forms commonly used in the region (e.g., FIDIC) and local standards/regulations.
Technical skills
  • Advanced MS Excel (rate build-ups, lookups, pivot tables, macros).
  • Competency with take-off and estimating software (e.g., Civil 3D, AutoCAD, CostX, Bluebeam, Trimble, HCSS Earthwork, or similar).
  • Understanding of site productivity rates, plant utilization, and earthworks production planning.
  • Ability to read engineering drawings, cross-sections, and geotechnical reports; compute cut/fill balances and haul strategies.
  • Basic understanding of scheduling tools (Primavera P6, MS Project) for integrated cost-schedule analysis.
  • Strong commercial and contractual awareness.
