Senior HSE Engineer

The Senior HSE Engineer is responsible for overseeing and monitoring health, safety, and environmental compliance across construction and project supervision activities, ensuring adherence to approved HSE standards, project specifications, local regulations, and international best practices. The role involves proactive risk management, site inspections, contractor performance monitoring, incident prevention, and coordination with project teams to maintain a safe working environment throughout project execution.

• Monitor and enforce compliance with project HSE requirements, local regulations, and Dar’s health, safety, and environmental policies.
• Supervise contractors’ HSE performance across all construction activities, ensuring adherence to approved safety procedures, method statements, and risk assessments.
• Conduct regular site inspections, audits, and safety walks to identify unsafe conditions, unsafe acts, and non-conformities, ensuring timely corrective actions.
• Review and approve contractor HSE plans, method statements, Job Safety Analysis (JSA), risk assessments, emergency response plans, and related safety documentation.
• Ensure implementation of appropriate control measures for high-risk construction activities such as excavation, lifting operations, working at height, confined spaces, hot works, and traffic management.
• Investigate incidents, accidents, near misses, and unsafe occurrences, preparing detailed reports with root cause analysis and corrective action recommendations.
• Coordinate with contractors, project managers, engineers, and client representatives to resolve HSE-related issues and improve safety performance.
• Monitor environmental compliance, including waste management, pollution prevention, dust/noise control, and housekeeping practices.
• Participate in toolbox talks, HSE meetings, safety awareness campaigns, and emergency drills.
• Review contractor competency records, HSE staffing plans, training certifications, and compliance documentation.
• Prepare daily, weekly, and monthly HSE reports highlighting observations, trends, incidents, and compliance status.
• Ensure compliance with permit-to-work systems and monitor implementation of safe work practices on site.
• Support project management in achieving project HSE objectives and continuous improvement initiatives.

• Bachelor’s Degree in Engineering, Environmental Engineering, Occupational Health & Safety, or a related discipline.
• Minimum 12–15 years of experience in HSE engineering.
• Proven experience in large-scale infrastructure, roads, highways, bridges or building construction projects
  .
• Professional HSE certifications such as NEBOSH, IOSH, OSHA
  , or equivalent are highly preferred.
• Strong knowledge of Saudi HSE regulations, international HSE standards, and construction safety practices.
• Excellent communication, reporting, leadership, and coordination skills.
