Job Brief:
We are looking for a detail-oriented and technically strong Proposal Engineer to join our client’s team in Riyadh. The ideal candidate will have experience in preparing techno-commercial proposals, reviewing tenders, coordinating with suppliers, and supporting sales and engineering teams within the water and wastewater treatment industry. The role requires strong technical understanding, cost estimation capabilities, and the ability to manage multiple proposal activities while ensuring accuracy, profitability, and timely submissions.
Job Responsibilities:
- Review RFQs and tender documents, send technical and commercial queries to customers, and understand the complete bidding process requirements.
- Finalize treatment processes based on the design criteria and project specifications.
- Prepare Bills of Quantities (BOQs), cost sheets, and detailed quotations in coordination with the Sales Manager and/or Sales Engineer.
- Ensure all proposals and quotations are prepared and submitted in line with company standards, technical requirements, and client expectations.
- Select suitable fabricators, manufacturers, suppliers, and subcontractors to optimize costs and improve project profitability in line with company objectives.
- Maintain strong knowledge of local fabricators capable of manufacturing tanks, vessels, clarifiers, Dissolved Air Flotation (DAF) systems, and related equipment.
- Develop and maintain a reliable database of manufacturers and suppliers for various water and wastewater treatment components and systems.
- Prepare and support the sales team with technical specifications, technical clarifications, and documentation required by consultants and clients.
- Prepare preliminary control philosophies and process concepts for finalized treatment schemes and project proposals.
- Prepare technical and commercial submittals as per project and client requirements.
- Coordinate with the engineering team during both pre-sales and post-sales stages to ensure smooth project handover and execution.
- Maintain and update records and databases related to project approvals, references, vendor information, and proposal history.
- Participate in technical discussions and meetings with internal teams, consultants, suppliers, and clients when required.
- Ensure proposal documentation is accurate, complete, and submitted within the required timelines.
- Stay updated with market trends, supplier capabilities, water treatment technologies, and industry practices.
- Take initiative and support additional responsibilities assigned by management as required.
- Bachelor’s Degree in Chemical Engineering, Mechanical Engineering, Environmental Engineering, or a related engineering discipline.
- Minimum 3-5 years of experience in a similar Proposal Engineer role.
- Prior experience in the water and wastewater treatment industry will be highly preferred.
- Strong understanding of water and wastewater treatment processes, systems, and equipment.
- Experience in reviewing RFQs, tender documents, BOQ preparation, cost estimation, and quotation preparation.
- Knowledge of local and international suppliers, fabricators, and manufacturers related to water treatment systems and components.
- Familiarity with equipment such as tanks, vessels, clarifiers, DAF systems, pumps, filters, RO systems, and related treatment technologies.
- Ability to prepare technical specifications, submittals, and preliminary control philosophies.
- Strong coordination skills with sales, engineering, suppliers, and clients.
- Good commercial awareness with the ability to optimize costs and improve profitability.
- Strong analytical, organizational, and problem-solving skills.
- Excellent communication and documentation skills in English.
- Ability to work under pressure and manage multiple tenders and proposal submissions simultaneously.
- Proficiency in Microsoft Office and engineering/proposal documentation tools.
- Water treatment knowledge will be an added advantage.
