Responsible for supporting the organization’s regulatory compliance activities by ensuring adherence to applicable laws, regulations, licensing requirements, and industry standards across operational jurisdictions. The role acts as a key liaison between internal departments, regulatory authorities, and external stakeholders to facilitate timely approvals, maintain compliance readiness, and support business continuity.
Key Accountabilities:- Develop, maintain, and optimize frequency plans for operational and planned services, ensuring efficient spectrum utilization and interference‑free operations.
- Lead internal coordination with engineering and network operations teams to define spectrum allocation requirements and resolve frequency conflicts.
- Evaluate spectrum demand forecasts in support of new service launches, capacity expansions, and technology transitions (e.g., MSS, FSS, broadband, D2D, and satellite constellations).
- Monitor spectrum usage trends and proactively identify optimization opportunities or emerging constraints.
- Track and analyze regulatory developments across relevant jurisdictions, assessing their impact on the organization’s spectrum rights and operational compliance.
- Prepare, submit, and manage license applications, renewals, amendments, and related filings with national regulatory authorities and, where applicable
- Maintain a compliance matrix and ensure all spectrum‑related regulatory obligations are met within prescribed deadlines.
- Provide timely regulatory guidance to internal stakeholders on licensing requirements, conditions of use, and spectrum constraints.
- Conduct legal and regulatory research related to operational activities, commercial initiatives, and market requirements.
- Analyze emerging regulations and assess potential business impacts.
- Prepare regulatory summaries, compliance updates, and risk assessments for management review.
- Support the interpretation of legal and regulatory requirements across business functions.
- Lead or support the preparation, submission, and lifecycle management of ITU filings for satellite networks and terrestrial systems in accordance with the Radio Regulations.
- Monitor ITU databases (including IFIC and GIMS) and track coordination status, adverse findings, and due process milestones.
- Engage in bilateral and multilateral coordination procedures with other administrations and satellite operators, managing correspondence and negotiation workflows.
- Maintain working knowledge of ITU Radio Regulations and relevant CEPT/regional frameworks, ensuring filings and coordination activities remain procedurally compliant.
- Serve as the spectrum and regulatory subject matter expert in cross‑functional project teams, providing input on spectrum implications for new deployments, service agreements, and infrastructure changes.
- Collaborate with legal, commercial, and engineering teams to ensure spectrum considerations are embedded in contractual arrangements, business cases, and investment decisions.
- Support strategic initiatives including new market entry, technology migration programs, and regulatory advocacy efforts before NRAs and international bodies.
- Represent the organization in relevant industry forums, working groups, or regulatory consultations as required.
- Prepare compliance reports, regulatory status updates, dashboards, and management summaries.
- Maintain accurate records of approvals, licenses, permits, and regulatory correspondence.
- Develop tracking systems for regulatory deadlines, submissions, and compliance actions.
Ensure proper document control and confidentiality of sensitive legal and regulatory information.
Qualification /Experience:
Education:
- Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, Spectrum Management, or a related field.
- Professional certifications in Compliance, Regulatory Affairs, RF engineering, and Radio spectrum are preferred.
- 2 - 5 years of experience in spectrum management, RF planning, regulatory affairs, or a related function.
- Experience dealing with government authorities and regulatory agencies.
- Strong understanding of regulatory frameworks, compliance obligations, and licensing processes.
- Experience with in regulated industries, multinational organizations, or government‑related sectors is preferred.
- Familiarity with MENA regulatory environments and regional compliance requirements is an advantage.
