Overview
The Testing and Commissioning Specialist (PMC) is responsible for overseeing, coordinating, and assuring the proper execution of testing, pre‑commissioning, and commissioning activities for all pipeline and reservoir systems under the contract. Acting as the client’s technical representative within the PMC team, the role ensures that all mechanical, electrical, instrumentation, control, and civil systems are tested, validated, and commissioned in accordance with project specifications, NWC/EXPRO standards, Saudi regulations, and international codes of practice.

Primary Responsibilities- Plan & Coordinate Commissioning Activities – Review and approve contractor’s testing and commissioning procedures, schedules, and method statements.
- Oversee Execution – Witness and verify functional testing, pre‑commissioning, and commissioning works across pipeline, reservoir, pumping, and control systems.
- Assure Compliance – Ensure that all tests meet contractual, regulatory, and safety requirements, including hydrostatic testing, performance validation, and system reliability checks.
- Manage Documentation – Review and confirm commissioning records, test certificates, and O&M manuals to ensure completeness and accuracy.
- Facilitate Handover – Support client acceptance by verifying that systems are safe, functional, and fully compliant for long‑term operation and maintenance.
- Support Operational Readiness – Provide technical input to ensure seamless transition from construction to operational phase, aligning with client O&M requirements.
- Review and approve EPC contractor’s testing and commissioning plans, method statements, and schedules.
- Ensure commissioning strategies align with project milestones, contractual requirements, and operational readiness.
- Identify critical commissioning activities and integrate them into the PMC master schedule.
- Witness and verify testing, pre‑commissioning, and commissioning activities for pipelines, reservoirs, pumping stations, mechanical systems, electrical systems, and instrumentation.
- Oversee hydrostatic and pressure testing of pipelines, functional checks of equipment, and integrated system testing.
- Monitor contractor compliance with HSE requirements during all commissioning activities, particularly for high‑risk works.
- Ensure all commissioning works comply with RCRC/NWC/EXPRO standards, Saudi regulations, and international codes (ASME, API, AWWA, IEC, ISO).
- Validate test procedures, acceptance criteria, and results against contract specifications.
- Ensure all non‑conformances identified during testing are resolved before system handover.
- Liaise with EPC contractor’s commissioning team to coordinate site activities and resolve issues.
- Collaborate with PMC engineers, QA/QC, HSE, and planning teams to integrate commissioning with construction close‑out.
- Interface with client representatives (NWC, EXPRO) to ensure commissioning milestones are achieved to their satisfaction.
- Review and confirm commissioning documentation, including test certificates, inspection reports, punch lists, and O&M manuals.
- Verify accuracy of as‑built records and system operating documentation.
- Support preparation of final commissioning dossiers for client acceptance and operational readiness.
- Identify risks related to system readiness, safety, or performance during commissioning.
- Recommend corrective actions and monitor contractor follow‑up to prevent delays or failures.
- Support lessons‑learned reviews and incorporate findings into continuous improvement initiatives.
- Assist the client in verifying that all systems are fully functional, safe, and reliable prior to handover.
- Provide technical advice on O&M requirements and readiness of systems for long‑term operation.
