The HSE Director is responsible for leading, developing, and implementing the Health, Safety, and Environmental strategy across multiple large-scale construction and infrastructure projects. The role ensures full compliance with local regulations, client requirements, international standards, and company policies while driving a proactive safety culture and achieving world-class HSE performance across all business operations.
Key Responsibilities Strategic Leadership- Develop and implement the corporate HSE strategy aligned with business objectives.
- Establish HSE policies, procedures, standards, and governance frameworks across all projects.
- Drive a culture of safety excellence and continuous improvement.
- Lead HSE transformation initiatives and strategic risk management programs.
- Provide HSE leadership and oversight for multiple concurrent construction projects.
- Ensure compliance with project-specific HSE plans, client requirements, and contractual obligations.
- Monitor HSE performance across all projects and implement corrective actions where required.
- Support project mobilization activities and ensure HSE readiness before project commencement.
- Ensure compliance with Saudi regulations, client requirements, and international standards.
- Maintain compliance with:
- ISO 45001 Occupational Health & Safety Management System
- ISO 9001 Quality Management System (integration)
- Interface with regulatory authorities, consultants, and client representatives.
- Lead enterprise HSE risk assessments and mitigation strategies.
- Oversee incident investigation processes and root cause analysis.
- Review and approve critical risk assessments, method statements, and emergency response plans.
- Ensure implementation of preventive and corrective actions.
- Develop environmental sustainability initiatives.
- Ensure compliance with environmental permits and regulations.
- Monitor waste management, pollution prevention, and environmental performance indicators.
- Lead and mentor HSE Managers and project HSE teams.
- Develop succession plans and competency development programs.
- Conduct performance evaluations and establish HSE objectives for the department.
- Establish HSE KPIs and dashboards.
- Present HSE performance reports to executive management and clients.
- Monitor leading and lagging indicators including:
- LTIFR
- TRIR
- Near Miss Reporting
- Lost Time Injuries
- Compliance Audits
- Act as the primary HSE representative with clients and regulatory authorities.
- Participate in executive project reviews and steering committee meetings.
- Support business development and tender submissions from an HSE perspective.
- Bachelor's Degree in Occupational Health & Safety, Environmental Engineering, Engineering, or related field.
- Master's Degree is preferred.
- NEBOSH International Diploma
- CSP (Certified Safety Professional)
- CMIOSH
- CRSP
- OSHA Certifications
- PMP (Preferred)
- Minimum 15-20 years of HSE experience.
- Minimum 8 years in a senior HSE leadership role.
- Proven experience managing HSE functions across multiple large-scale construction or infrastructure projects simultaneously.
- Experience in EPC, Roads, Highways, Rail, Utilities, Water, Infrastructure, Buildings, or Mega Projects.
- GCC or Saudi Arabia experience is highly preferred.
- Experience managing HSE teams of 50+ personnel across multiple project locations.
