Overview

The Health, Safety and Environmental (HSE) Manager – Site Based is responsible for ensuring that all site operations comply with organizational safety standards, statutory regulations, environmental requirements, and industry best practices. The role focuses on developing, implementing, and monitoring HSE policies and programs to maintain a safe work environment and minimize risks across the site.

Responsibilities
  • Actively collaborate with Mega project and other stakeholders to align HSE expectations, requirements, and best practices on projects.
  • Collaborate with OSH and project and program managers to evaluate contractors' SH&E performance, planning, and culture to be consistent with the organization risk management practices and core values.
  • Ensure full compliance with local, international, and project‑specific HSE regulations, standards, and best practices.
  • Manage the health, safety and environmental arrangements for the project against the AtkinsRéalis Management System requirements, to ensure the protection of our people.
  • Interface with client representatives and third parties regarding safety performance, inspections, and reporting.
  • Mentor and coach field staff and subcontractors to improve their understanding and implementation of HSE practices.
  • Promote a proactive safety culture through engagement, communication, and leadership by example.
  • Coordinate HSE efforts across multiple contractors and subcontractors to ensure unified compliance and standards.
  • Manage HSE Engineers to ensure they are monitoring the implementation of health and safety arrangements at project site level, in accordance with legal and Mega project & Regional AtkinsRéalis requirements.
  • Develop and deliver health, safety and environmental training to AtkinsRéalis employees, including but not limited to induction, safe working practices.
  • Review and approve contractors' health, safety and environmental plans, risk assessments and method statements against legal and client requirements prior to the work being carried out.
  • Plan daily morning site visits across project sites to ensure health and safety measures are in place before works begin.
  • Ensure continuous HSE coverage for 24/7 operations on the project and maintain punctuality in daily activities.
  • Carry out weekly and monthly joint HSE inspections with HSE Engineers and contractor personnel (HSE & Construction management) and ensure all the corrective/preventive actions are closed out.
  • Supervise emergency response team and first aid personnel in providing services in emergency situations to occupationally injured or ill personnel.
  • Organise HSE meetings with Mega project, AtkinsRéalis project staff, and contractors.
  • Organise and prepare weekly senior leadership walkthrough with Mega project, AtkinsRéalis project staff, and contractors.
  • Ensure HSE Engineers follow up on contractors' incident investigation reports, complete corrective actions, and close out to prevent recurrence and provide necessary technical guidance for accident protection.
  • Prepare and review audit and inspection reports, OSH statistics reports and presentations, audit projects and programs and their worksites against Regional and Mega project standards, and submit written audit reports.
  • Manage and analyse HSE statistics and performance indicators to support monitoring and continuous improvement.
  • Perform trend analyses on audit findings, inspection findings, and incident reports; create and submit regular analysis reports.
About You
  • Bachelor's / Master's degree in safety / science / engineering
  • Level
    -06 Equivalent (NEBOSH International/National Diploma, NVQ, British Safety)
  • Member of a professional body i.e. IOSH, IIRSM or Soc Env, CSP, CRSP
  • At least 15+ years' experience in the field of HSE within the construction sector, with at least 5 years in a Managerial HSE level role in the Middle East, especially in KSA, working closely with multiple leadership
