Job SummaryThe Technical Bid Engineer is responsible for supporting the tendering process by preparing, coordinating, and submitting high-quality technical proposals in compliance with client requirements, project specifications, and company standards. The role involves reviewing tender documents, developing technical submissions, coordinating with internal stakeholders and external partners, identifying bid risks, and ensuring timely and compliant proposal delivery. The Technical Bid Engineer plays a key role in enhancing bid competitiveness and supporting successful project acquisition across infrastructure, construction, utilities, MEP, and industrial sectors.

MainDuties & Responsibilities
- Review tender documents, specifications, drawings, and client requirements.
- Analyze bid requirements and identify technical, commercial, and contractual risks.
- Prepare and compile technical proposals, methodologies, Time Schedules and compliance statements.
- Coordinate with engineering, estimation, procurement, planning, and operations teams to gather required information.
- Develop technical clarifications and respond to client queries during the tender stage.
- Prepare technical submittals, company profiles, project references, and personnel resumes.
- Ensure all technical submissions comply with tender requirements and submission deadlines.
- Participate in pre-bid meetings, site visits, and tender clarification meetings when required.
- Maintain bid documentation, records, and proposal templates.
- Assist in preparing presentations and technical reports for clients.
- Coordinate with subcontractors and suppliers to obtain technical data and supporting documents.
- Support the handover process from the tendering team to project execution teams upon contract award.
- Monitor tender portals and procurement platforms for updates, addenda, and clarifications.
- Contribute to continuous improvement of proposal preparation processes and templates.
- Bachelor’s degree in civil, Mechanical, or Electrical Engineering, or a related engineering discipline.
- 5–7 years of total experience, 2-3 years of them are in tendering, proposal preparation, estimation, or project engineering.
- Experience in infrastructure, utilities, construction, MEP, operation & maintenance, or industrial projects is preferred.
- Familiarity with public and private sector tendering procedures inside Saudi Arabia.
- Strong technical writing and documentation skills.
- Excellent understanding of tendering and bidding processes.
- Ability to interpret drawings, specifications, and technical requirements.
- Strong analytical and problem-solving skills.
- Excellent communication and coordination abilities.
- Knowledge of procurement and tendering platforms such as Etimad is an advantage.
