Position: Quantity Surveyor (Contracts Admin) - Saudi National at Parsons

Job Description

Parsons is looking for an exceptionally talented Assistant Quantity Surveyor – Rail & Mobility (Saudi National) to join our team. In this role you will support the commercial and contract management of rail and mobility projects across Saudi Arabia by assisting with measurement, valuation, contract administration, cost management, and procurement activities.

Responsibilities
  • Support the administration of construction contracts, including FIDIC and EPC/Design‑Build contracts, in accordance with company procedures and project requirements.
  • Assist in preparing, reviewing, and tracking contract correspondence, payment applications, certificates, variations, change orders, RFIs, and contractual notices.
  • Maintain contract registers, commercial logs, and document control systems for commercial and contractual matters.
  • Perform quantity take‑offs and measurements from engineering drawings, BIM models, and specifications for rail systems, stations, depots, civil works, utilities, and related infrastructure.
  • Assist in preparing Bills of Quantities (BOQs), pricing schedules, quantity summaries, interim valuations, and final accounts.
  • Support the preparation of project cost reports, forecasts, cash‑flow projections, and commercial performance reports.
  • Monitor project budgets, committed costs, anticipated final costs, and contribute to cost‑benchmarking activities.
  • Assist in identifying, recording, and valuing contract variations and changes in scope.
  • Support claims preparation by maintaining technical and commercial records related to cost and schedule impacts.
  • Assist in preparing tender documentation, including Bills of Quantities, pricing schedules, and commercial conditions.
  • Support tender evaluations, subcontract administration, payment reviews, and contractor performance monitoring.
  • Coordinate with engineering, planning, construction, procurement, and finance teams to obtain information required for accurate commercial reporting.
  • Ensure compliance with company procedures, contractual obligations, Saudi regulations, and health, safety, environmental, and quality requirements.
  • Participate in internal and external commercial meetings, prepare meeting minutes, and follow up on assigned actions.
  • Perform other responsibilities associated with this position as appropriate.
Required Skills
  • Must be a Saudi national.
  • Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • 0–3 years of experience in quantity surveying, commercial management, cost management, or contract administration, preferably within infrastructure or construction projects.
  • Strong numerical, analytical, and problem‑solving skills with excellent attention to detail.
  • Basic understanding of quantity surveying principles, contract administration, and construction commercial practices.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
  • Strong written and verbal communication skills.
  • Ability to prioritize work, manage multiple tasks, and meet project deadlines.
  • Ability to work effectively within multidisciplinary teams.
  • High level of integrity, professionalism, and commitment to quality.
Desired Skills
  • Internship or project experience within rail, metro, light rail, highways, or other transport and mobility projects.
  • Familiarity with FIDIC or other standard forms of construction contracts.
  • Basic knowledge of cost estimating, quantity measurement standards, and preparation of Bills of Quantities.
  • Exposure to BIM‑based quantity take‑off software or commercial cost management tools.
  • Understanding of procurement processes and subcontract administration.
  • Knowledge of commercial reporting, cost control, and change management principles.
  • Experience working on infrastructure or transportation projects.
  • Strong stakeholder management and interpersonal communication skills.
  • Commitment to continuous learning and professional development.
  • Ability to contribute effectively within a collaborative project environment.
