Position: Estimator Engineer (Electrical)

Responsibilities

  • Prepare detailed cost estimates, quantity take-offs, and bills of quantities for electrical works including HV/LV power systems, lighting, ELV systems, BMS, CCTV, access control, PA and substations for large-scale retail, commercial, healthcare, residential and mixed-use projects.
  • Review and analyze tender documents, drawings, specifications, and contract conditions to understand electrical works scope and requirements.
  • Conduct site visits and assessments to gather information required for accurate estimation of electrical works.
  • Prepare material take-offs, price analysis, equipment requirements, and subcontractor scope definitions for electrical construction activities.
  • Develop comprehensive cost breakdowns including direct costs, indirect costs, overhead, profit margins, and contingencies for electrical works.
  • Utilize estimating software such as CostX, Candy, Timberline and other estimation tools to prepare accurate and competitive pricing for electrical works.
  • Coordinate with electrical subcontractors, equipment suppliers, and vendors to obtain quotations, compare pricing, and negotiate rates.
  • Prepare tender submissions, bid proposals, and commercial offers for electrical works in compliance with client requirements and deadlines.
  • Conduct value engineering analysis to identify cost-saving opportunities in electrical systems without compromising quality or specifications.
  • Prepare comparison sheets, cost analysis reports, and risk assessments for electrical works to support management decision-making.
  • Participate in pre-bid meetings, site visits, and clarification sessions with clients and consultants.
  • Maintain and update cost databases, unit rates, historical data, and electrical subcontractor supplier information.
  • Coordinate with project management, procurement, and planning teams to ensure accuracy and alignment of electrical estimates.
  • Review post-contract variations, change orders, and additional work estimates for ongoing electrical works.
  • Ensure compliance with company estimating standards, procedures, and quality control processes.
Qualifications
  • Bachelor's degree in electrical engineering from a recognized university.
  • Professional certification in estimating and cost management is an advantage.
  • Minimum 12 to 15 years of experience in cost estimation specializing in electrical and ELV works.
  • Proven experience working on large-scale retail, commercial, healthcare, residential and mixed-use projects.
  • Strong background in preparing tender submissions, cost analysis, and managing the estimating process for electrical works.
  • AACE International Certification (Certified Estimating Professional CEP or equivalent).
  • RICS (Royal Institution of Chartered Surveyors) membership.
  • Familiarity with ISO 9001 standards.
  • Proficiency in English is mandatory.
  • Arabic proficiency is preferred.
  • Strong written and verbal communication skills essential for coordination with clients, consultants, suppliers, and internal teams.
  • Advanced proficiency in estimating software including CostX, Candy, Timberline, or equivalent tools.
  • Strong knowledge of AutoCAD for electrical and ELV quantity take-offs and drawing interpretation.
  • Ability to read and interpret electrical single-line diagrams, panel schedules, cable schedules, and ELV system drawings and specifications.
  • Proficiency in Microsoft Excel for cost analysis, databases, and pricing sheets.
  • Solid understanding of construction contracts including FIDIC, cost management principles, and procurement processes.
  • Experience with tendering procedures, bid preparation, and commercial proposal development for electrical works.
  • Familiarity with Saudi Building Code (SBC) electrical provisions, IEC, NFPA 70, SEC requirements, and local electrical market rates.
  • Strong analytical and numerical skills.
  • Excellent attention to detail and accuracy.
  • Strong organizational and time management abilities.
  • Ability to work under pressure and meet tight tender deadlines.
  • Proactive approach to problem-solving and cost optimization.
