Overview
The Mechanical Inspector (PMC) is responsible for providing site-level inspection, supervision, and compliance monitoring of all mechanical works associated with the TSE pipelines and reservoir facilities contract. Acting on behalf of the client, the role ensures that all pipelines, reservoirs, pumping systems, valves, fittings, and associated mechanical installations are executed in line with approved IFC drawings, project specifications, NWC/EXPRO requirements, Saudi regulations, and international standards.
Responsibilities- Supervise Mechanical Works – Monitor daily activities covering pipeline laying, welding, valve chamber installation, reservoir mechanical auxiliaries, and pumping systems.
- Verify Quality & Compliance – Inspect materials, equipment, and mechanical works to confirm compliance with project specifications, QA/QC plans, and international codes (ASME, API, AWWA, ISO).
- Ensure Safety & Reliability – Enforce safe practices during welding, lifting, hydrotesting, and commissioning activities to ensure long-term system performance.
- Support Multidisciplinary Coordination – Collaborate with civil, electrical, I&C, SCADA, QA/QC, and HSE teams to ensure integrated delivery of mechanical systems.
- Identify & Report Risks – Highlight non-conformances, deviations, or risks in mechanical construction works, ensuring timely corrective actions.
- Enable Commissioning & Handover – Verify readiness of pipelines, reservoirs, and mechanical systems for hydrotesting, pre-commissioning, and final handover to operations.
1. Site Supervision & Monitoring
- Oversee daily mechanical works, including pipeline installation, welding, valve installation, reservoir mechanical auxiliaries, and pumping facilities.
- Ensure construction is carried out in accordance with approved IFC drawings, method statements, and ITPs.
- Verify proper alignment, welding, jointing, and installation techniques are used for all mechanical systems.
2. Quality Assurance & Compliance
- Inspect mechanical equipment and materials delivered to the site, verifying compliance with approved vendor lists and submittals.
- Conduct inspections of welding, coatings, bolting, flange connections, pressure parts, and rotating equipment installation.
- Ensure all mechanical works conform to RCRC/NWC/EXPRO standards, Saudi regulations, and international codes (ASME, API, AWWA, ISO).
3. Health, Safety & Environmental Oversight
- Enforce HSE requirements for mechanical activities, including welding, lifting operations, hydrotesting, confined space entry, and working at heights.
- Identify unsafe practices, raise safety observations, and ensure corrective actions are taken immediately.
- Support HSE teams in site audits, toolbox talks, and risk assessments specific to mechanical works.
4. Contractor Oversight
- Monitor EPC contractor and subcontractor performance in delivering mechanical works to specification and schedule.

5. Coordination & Interface Management
- Collaborate with civil, electrical, I&C, SCADA, QA/QC, and HSE inspectors to ensure mechanical works are integrated into the overall facility.
- Assist in resolving site-level interface issues, such as clashes or tie-ins with other systems.
- Participate in daily coordination meetings with contractors to align priorities and sequencing of mechanical activities.
6. Documentation & Reporting
- Maintain daily inspection logs, welding records, hydrotest documentation, and material traceability reports.
- Raise NCRs, site observations, and ensure closure of corrective actions in line with QA/QC requirements.
- Contribute to weekly and monthly progress reports with updates on the status of mechanical installations and testing.
7. Testing, Commissioning & Handover
- Witness and verify hydrostatic and pneumatic testing, equipment alignment, functional testing of valves and pumps, and other pre-commissioning activities.
