Your impact
Jacobs is seeking a Resident Engineer (Mechanical) to lead and oversee, coordinate, and supervise all mechanical engineering activities associated with large-scale infrastructure projects, including utility networks, District Cooling Plants (DCP), chilled water transmission systems, Sewage Treatment Plants (STP), pumping stations, and associated infrastructure works. The role ensures that all mechanical installations are executed in accordance with approved specifications, project requirements, local authority regulations, safety standards, quality requirements, and contractual obligations.
The Resident Engineer acts as the primary on-site representative for mechanical works, managing contractors, consultants, stakeholders, and authorities to ensure successful project delivery within schedule, budget, and quality targets.
Key Responsibilities Mechanical Construction SupervisionSupervise all mechanical construction activities related to District Cooling Plants, Sewage Treatment Plants, pumping stations, utility networks, and associated infrastructure. Responsibilities include monitoring the installation of chillers, cooling towers, pumps, blowers, process equipment, piping systems, valves, tanks, and other mechanical assets to ensure compliance with approved designs and quality standards. Conduct site inspections, resolve construction issues, ensure proper installation practices, and verify that all activities are completed safely and efficiently.
DesignReview & Technical Support
Review and provide technical comments on shop drawings, material submittals, method statements, inspection and test plans, technical queries, and requests for information submitted by contractors. Ensure that all proposed materials, equipment, and construction methodologies comply with project specifications, international standards, and local authority requirements. Provide engineering guidance, evaluate technical alternatives, and support the resolution of design and construction challenges encountered during project execution.
Testing,Commissioning & Startup
Oversee and witness all testing, pre-commissioning, commissioning, and startup activities for mechanical systems and equipment. Responsibilities include reviewing commissioning procedures, witnessing hydrostatic and pressure tests, factory and site acceptance tests, flushing and cleaning operations, performance testing, and integrated system testing. Ensure that all systems operate as designed, project performance requirements are achieved, and facilities are successfully handed over to the Owner or Operations team with complete documentation and records.
QualityAssurance & Quality Control (QA/QC)
Ensure that all mechanical works meet the highest quality standards and comply with approved quality management procedures. This includes conducting site inspections, monitoring workmanship, verifying material compliance, reviewing non-conformance reports, overseeing corrective actions, and ensuring proper documentation of inspections and testing activities. Promote continuous quality improvement and work closely with quality teams to minimize defects, rework, and project risks.
Health, Safety & Environment (HSE)Actively promote a strong safety culture and ensure full compliance with project health, safety, and environmental requirements. Monitor contractor adherence to HSE policies, participate in safety inspections and risk assessments, review method statements and permit-to-work systems, and ensure that all mechanical activities are performed without compromising the safety of personnel, equipment, or the environment. Support incident investigations and the implementation of corrective and preventive actions.
Stakeholder& Authority Coordination
Liaise with clients, contractors, consultants, utility providers, government agencies, and regulatory authorities to facilitate smooth project execution. Attend progress meetings, technical workshops, and coordination sessions while effectively communicating project status, technical issues, risks, and recommendations. Maintain positive stakeholder relationships and ensure that all authority approvals, inspections, and compliance requirements are successfully achieved.
Contract AdministrationSupport project contract administration activities by reviewing contractor progress, evaluating variation orders, assessing claims, verifying completed work, and providing technical recommendations related to payments and contractual matters.
