Senior Traffic Engineer – PMO Design in Riyadh is a senior civil engineering opportunity with Parsons Corporation for an experienced transportation professional supporting major highways and infrastructure projects within a new PMO environment. The role focuses on traffic signal design, junction analysis, temporary traffic works, traffic control plans, ITS design coordination, traffic studies, and technical design review for large-scale mobility and road infrastructure programmes in Riyadh.

The Senior Traffic Engineer will support the delivery of major highway, infrastructure, and urban mobility projects by leading traffic engineering design tasks, reviewing technical outputs, coordinating with multidisciplinary teams, and ensuring that transport-related designs meet project requirements and recognized engineering standards. This position plays an important role in improving traffic operations, road safety, junction performance, signal coordination, temporary traffic management, and overall PMO delivery efficiency across Riyadh's expanding infrastructure network.
Key Responsibilities- Oversee traffic signal, junction, temporary works, ITS, signing, marking, and traffic engineering design activities throughout the project lifecycle.
- Define the scope of traffic engineering design tasks, prepare delivery schedules, establish budgets, and monitor progress against agreed milestones.
- Coordinate closely with project managers, roadway designers, surveyors, traffic modelers, and other subject matter experts to support integrated project delivery.
- Review traffic signal design plans, traffic control plans, intersection layouts, conceptual designs, and transportation engineering submissions.
- Lead the preparation of traffic engineering plans covering signal design, signing and marking, intersection concepts, temporary traffic works, and ITS‑related design inputs.
- Provide regular written and verbal updates to the project manager on progress, milestones, risks, resource needs, design issues, and mitigation actions.
- Present technical findings, traffic study results, design recommendations, and operational improvement options to internal teams and project stakeholders.
- Conduct, review, and document traffic studies using nationally accepted modelling practices and recognized engineering methods.
- Use traffic analysis outputs to assess traffic patterns, operational performance, safety concerns, capacity constraints, and improvement opportunities.
- Support engineers in developing technical approaches for traffic engineering assignments and review technical results prepared by team members or third parties.
- Review third‑party designs, coordinate comments, resolve technical issues, and support approval processes.
- Apply traffic operations principles, design guidance, and relevant standards to improve the quality and reliability of traffic engineering deliverables.
- Provide technical guidance, mentoring, and practical training to junior engineers, helping strengthen design quality and professional development.
- Work proactively within a multidisciplinary PMO environment, supporting other disciplines where practical to improve overall project coordination and delivery.
- Contribute to safer transportation operations, more efficient road networks, and successful delivery of high‑profile infrastructure projects in Riyadh.
- Bachelor's degree in Engineering from an accredited university.
- 15 or more years of related experience in traffic engineering, transportation planning, highway design support, or traffic operations.
- Strong background in traffic signal design, junction analysis, traffic control plans, temporary traffic works, ITS design, and traffic operations studies.
- Experience working on major highways, infrastructure, road network, or urban mobility projects.
- Familiarity with Micro Station, Bentley Open Roads, Project Wise, or similar engineering design and document control platforms.
