- Roads and Tunnels in Riyadh, Saudi Arabia is a Civil Engineering opportunity with Parsons Corporation for an experienced MEP professional who can provide technical oversight for mechanical, electrical, and systems engineering across roads, tunnels, utilities, and infrastructure packages. The role supports PMCM delivery through MEP design assurance, tunnel systems review, interface coordination, constructability input, commissioning strategy, authority coordination, and technical governance across critical infrastructure works.
- Provide MEP technical oversight and governance across roads, tunnels, utilities, structures, and related infrastructure packages.
- Act as the PMO focal point for MEP-related matters, ensuring alignment between design consultants, contractors, stakeholders, and project delivery teams.
- Review MEP designs for tunnel ventilation, power supply, lighting, firefighting systems, drainage pumping, SCADA, control systems, utility diversions, and critical infrastructure systems.
- Provide technical assurance on design submissions, calculations, layouts, specifications, drawings, and system integration requirements.
- Ensure MEP systems comply with local authority requirements, RCRC design criteria, project specifications, and relevant international standards.
- Lead and support design reviews, constructability assessments, technical workshops, and value engineering reviews for MEP systems.
- Identify, manage, and mitigate MEP-related technical risks, interface risks, constructability issues, and delivery constraints at programme level.
- Coordinate interfaces between MEP systems and civil, structural, ITS, traffic, utilities, drainage, tunnel, and road infrastructure disciplines.
- Support the PMO with technical reports, decision papers, dashboards, executive summaries, review notes, and MEP scope updates.
- Guide commissioning strategy, testing requirements, operational readiness planning, and handover preparation for tunnel and critical infrastructure systems.
- Review contractors' method statements, material submittals, shop drawings, inspection and test plans, and technical submissions related to MEP works.
- Provide MEP technical input into cost management, schedule assessment, change control, variation review, and impact analysis processes.
- Liaise with authorities, utility providers, public sector stakeholders, consultants, contractors, and project teams to support approvals and coordination.
- Mentor junior engineers and discipline specialists by providing technical guidance, review comments, and practical engineering support.
- Promote safety in design, sustainability, resilience, maintainability, operational efficiency, and lifecycle performance across MEP systems.
- Support multidisciplinary coordination meetings and help resolve system clashes, design gaps, constructability concerns, and approval blockers.
- Monitor MEP design and construction progress, identifying issues that may affect programme delivery, safety, commissioning, or asset acceptance.
- Maintain clear records of technical reviews, comments, decisions, risks, interface actions, and stakeholder coordination outcomes.
- Contribute to continuous improvement in MEP delivery processes, technical governance, and PMCM coordination methods.
- Bachelor's degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related discipline.
- Minimum 6 years of progressive MEP engineering experience on large-scale roads, tunnels, utilities, or infrastructure projects.
- Chartered Engineer status or equivalent internationally recognized professional registration is required.
- Demonstrated experience with tunnel MEP systems, including ventilation, power distribution, lighting, life safety, firefighting, drainage, pumping, SCADA, and control systems.
- Strong understanding of MEP systems associated with roads, urban infrastructure, utilities corridors, critical infrastructure, and multidisciplinary interface management.
- Proven experience working in PMO, PMCM, programme-level, consultant, or major infrastructure delivery environments.
- Knowledge of international and regional standards relevant to road and tunnel MEP systems, including NFPA, IEC, BS, EN, and local Saudi authority standards.
- Experience in design management, technical assurance, constructability review, shop drawing review, material submittal review, and multidisciplinary coordination.
- Ability to support commissioning strategy, testing requirements, operational readiness, handover documentation, and asset acceptance for critical infrastructure systems.
- Previous experience in mega infrastructure or urban roads programmes within the GCC or Middle East is preferred.
