Regulatory Compliance Specialist, Environmental & Urban Planning
Parsons are recruiting a Stakeholder Permit Manager to join their team. The Stakeholder Permit Manager is responsible for managing stakeholder interfaces and securing all permits and regulatory approvals required for airport construction projects. The role ensures full compliance with aviation regulations, safety standards, and airport operational requirements while coordinating closely with key authorities such as General Authority of Civil Aviation (GACA) and Riyadh Airports Company (RAC).
WhatYou’ll Be Doing
- Identify all permitting requirements for airport construction projects, including airside, landside, and infrastructure works
- Develop and implement permit acquisition strategies aligned with project schedules and airport operations
- Act as the primary liaison with stakeholders, including GACA, RAC, municipalities, and utility providers
- Prepare, submit, and track permit applications, ensuring accuracy and compliance with regulatory requirements
- Coordinate with internal teams (engineering, construction, safety, and environmental) to gather necessary documentation
- Ensure compliance with aviation regulations, safety protocols, and airport operational constraints
- Manage stakeholder relationships to facilitate approvals and resolve permitting challenges
- Monitor permit status and proactively address delays or regulatory issues
- Maintain a comprehensive Permit Register and Stakeholder Register
- Provide regular reports to project leadership on permitting progress, risks, and mitigation plans
- Bachelor’s degree in Engineering, Aviation Management, Urban Planning, or related field
- Proven experience in stakeholder management and permitting within aviation or large infrastructure projects
- Strong knowledge of aviation regulatory frameworks and airport operations
- Familiarity with GACA and RAC processes and requirements
- Excellent communication, coordination, and negotiation skills
- Ability to manage multiple permits and stakeholders in a complex environment
- 10 Years of experience working on airport construction projects (terminal, runway, or airside works)
- Knowledge of environmental and safety permitting in aviation environments
- Familiarity with project management systems and tools
- Stakeholder engagement and relationship management
