Overview
Reporting to the Project Director, the Technical Manager shall lead and manage all technical and engineering oversight functions on behalf of the Project Management Consultant (PMC) for a major road highway construction project. The role is responsible for ensuring that the Contractor’s designs, construction methods, materials, and execution comply with contract requirements, applicable standards, approvals and best engineering practices while supporting successful delivery in terms of quality, safety, cost and schedule.
ResponsibilitiesTechnical Leadership & Oversight
Act as the overall technical authority within the PMC team for highway interchange and bridge works including earthworks, pavements, drainage, structures and associated utilities.
Review, assess and provide recommendations on the Contractor’s technical submissions including design deliverables, where applicable construction methodologies and temporary works, sequence of works and traffic management schemes.
Ensure compliance with contract requirements, specifications, approved drawings and relevant international and local standards (e.g. AASHTO, Eurocodes, Saudi Arabian local road authority standards).
Contractor Supervision & InterfaceProvide technical direction and clarification to the Construction Supervision Team and interface closely with discipline leads: roads, structures, utilities, geotechnical, QA QC.
Lead technical coordination with the Construction Contractor on method statements, material submittals, shop drawings and design changes.
Participate in technical meetings, design reviews and resolution of interface issues between different work packages and stakeholders.
Quality Assurance & ComplianceOversee the implementation of quality assurance and quality control systems on site ensuring construction activities meet the specified technical and performance criteria.
Review non‑conformance reports (NCRs), corrective actions and technical concessions raised by the Contractor.
Support audits and inspections related to materials, workmanship and construction processes, particularly for critical elements such as bridges and structures.
Design & Constructability ReviewWhere applicable, review Contractor proposed designs or design changes to ensure constructability and compliance with scope.
Participate in value engineering and technical optimization exercises without compromising safety, quality or contractual obligations.
Safety & Risk AssuranceSupport identification and mitigation of technical risks, constructability risks and interface risks associated with road and bridge works.
Ensure technical aspects of construction methods comply with health, safety and environmental (HSE) requirements including temporary works and traffic management.
Contribute to risk assessments, method reviews and safety‑in‑design considerations.
Progress Monitoring & ReportingMonitor technical progress against approved baselines and contribute to monthly progress reports from a technical perspective.
Identify potential technical issues that may impact schedule, cost or performance and recommend corrective actions.
Support the Project Manager in evaluating technical implications of variations, claims and change orders.
Team Management & Knowledge SharingProvide leadership, guidance and mentoring to PMC discipline engineers and inspectors.
Ensure consistent application of technical standards and PMC procedures across all site teams.
Promote effective communication and coordination within the PMC and with external stakeholders.
Qualifications- Bachelor’s Degree in Civil Engineering (Master’s degree or above preferred).
- Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional registration preferred.
- Minimum 20‑25 years of experience in road, highway, and bridge projects, with significant exposure to construction supervision and/or PMC roles.
- Proven experience managing or overseeing large D & B contractors on major transportation infrastructure projects.
- Strong background in bridges, interchanges, pavement systems and earthworks.
- In‑depth knowledge of highway and bridge construction practices.
- Ability to manage multidisciplinary technical teams.
- Excellent communication and stakeholder management skills.
- Familiarity with international standards and Saudi Arabia/GCC technical standards.
