Engineering Manager
- Infrastructure in Riyadh is an opportunity to lead multidisciplinary engineering teams across major infrastructure, transportation, utilities, buildings, industrial, and development programs. The role focuses on engineering governance, design delivery, resource planning, technical quality, risk management, stakeholder coordination, staff development, and successful project execution in line with client requirements, industry standards, and Parsons quality objectives.
- Lead and manage engineering teams across one or more disciplines on major infrastructure and development programs.
- Provide technical leadership, direction, and oversight throughout engineering design, planning, and project delivery stages.
- Plan, review, and approve discipline staffing plans, resource forecasts, workforce allocations, and engineering assignments.
- Coordinate engineering resources across multiple projects to support optimum utilization, technical consistency, and project performance.
- Monitor engineering quality, productivity, schedule progress, technical compliance, and design delivery performance.
- Work closely with Project Managers and Project Directors to resolve engineering, resource, quality, schedule, and coordination issues.
- Review and approve engineering deliverables, technical reports, design documentation, calculations, specifications, drawings, and submissions.
- Establish, implement, and improve engineering standards, procedures, best practices, technical guidelines, and review processes.
- Ensure engineering activities comply with company procedures, project requirements, codes, standards, authority requirements, and regulatory expectations.
- Support project planning, engineering execution strategies, technical risk management, design governance, and key engineering decisions.
- Participate in business development, technical proposals, bid evaluations, pre‑contract reviews, and client presentations.
- Recruit, interview, mentor, develop, and evaluate engineering staff while supporting career development and succession planning.
- Conduct performance evaluations, provide coaching, and manage employee performance in line with company policies.
- Promote collaboration between engineering disciplines, project teams, clients, consultants, contractors, stakeholders, and senior management.
- Support continuous improvement initiatives and promote the Parsons Quality Improvement Program across engineering teams.
- Monitor engineering department budgets and help maintain performance within approved overhead and project budgets.
- Participate in client meetings, technical workshops, design reviews, value engineering sessions, and executive presentations.
- Identify engineering delivery risks, resource constraints, quality gaps, and technical issues, then implement practical corrective actions.
- Encourage innovation, technical excellence, knowledge sharing, and consistent engineering practices across assigned teams.
- Perform additional engineering management responsibilities as required to support successful project delivery.
- Bachelor's degree in Engineering or a related technical discipline.
- Minimum 15 years of engineering experience, including significant supervisory and engineering management responsibility.
- Proven experience leading multidisciplinary engineering teams on large infrastructure, transportation, utilities, buildings, industrial, or development projects.
- Strong knowledge of engineering design principles, project delivery methodologies, international standards, technical governance, and regulatory requirements.
- Experience managing engineering resources, staffing plans, department budgets, project workloads, and geographically distributed teams.
- Strong understanding of engineering quality management, technical assurance, risk management, continuous improvement, and project governance.
- Experience reviewing and approving engineering deliverables, design documentation, calculations, technical reports, specifications, and submissions.
