Role Overview

The Senior Manager – MEP Technical leads the technical scope, design governance, interface coordination, safety‑by‑design oversight, and assurance across major rail and transportation infrastructure programs. The role focuses on MEP systems for stations, depots, tunnels, ancillary facilities, line‑wide assets, and complex rail environments, ensuring consultants and contractors deliver safe, coordinated, compliant, maintainable, and constructible solutions.

Key Responsibilities
  • Act as the primary MEP technical focal point within the integrated client office for rail and transportation projects.
  • Represent the client in design reviews, technical workshops, progress meetings, risk forums, coordination sessions, and authority discussions.
  • Interpret, communicate, and protect employer requirements, MEP technical standards, performance criteria, and rail project expectations.
  • Ensure MEP requirements are embedded into contracts, design deliverables, construction documentation, technical submissions, and project governance.
  • Provide independent advice to client leadership on MEP risks, design issues, technical options, cost impact, schedule impact, and safety considerations.
  • Manage the MEP design lifecycle from concept and preliminary design through detailed design, IFC deliverables, construction support, and technical close‑out.
  • Oversee MEP scope for stations, depots, workshops, stabling facilities, tunnels, underground structures, ancillary buildings, line‑wide assets, and technical rooms.
  • Review mechanical, electrical, public health, fire and life safety, vertical transportation, ELV, BMS, SCADA, ventilation, smoke control, tunnel services, LV, MV, emergency power, lighting, drainage, and pump station designs.
  • Challenge MEP design reports, drawings, BIM models, calculations, specifications, and technical submissions for compliance with employer requirements, local codes, civil defense requirements, authority expectations, and international standards.
  • Chair multidisciplinary design reviews and value‑engineering workshops to improve safety, efficiency, maintainability, cost control, and constructability.
  • Ensure requirements management and traceability for MEP systems and life‑safety systems from capture through verification, validation, and close‑out.
  • Oversee technical assurance for MEP, including formal verification, independent technical checks, configuration control, and structured review processes.
  • Coordinate MEP interfaces with architecture, civil works, structural works, plant spaces, shafts, penetrations, loadings, access routes, egress routes, and technical rooms.
  • Manage interfaces with rail systems including signalling, telecoms, traction power, platform screen doors, fare collection, security systems, rolling stock, track, depot equipment, and line‑side equipment.
  • Maintain MEP interface registers and drive early resolution of clashes, design gaps, access issues, and cross‑discipline conflicts.
  • Ensure MEP design supports normal, degraded, and emergency operating scenarios, especially for fire and life safety, tunnel ventilation, smoke control, emergency power, evacuation support, and environmental control.
  • Embed safety‑by‑design principles across all MEP solutions for stations, tunnels, depots, technical facilities, public areas, and line‑wide systems.
  • Review MEP inputs to RAMS, safety cases, hazard logs, risk assessments, mitigation plans, and technical safety evidence.
  • Coordinate with engineering and safety teams, independent safety assessors, regulators, authorities, and civil defense stakeholders where MEP systems affect passenger or system safety.
  • Track MEP approvals, NOCs, certifications, inspections, and regulatory requirements against program milestones.
  • Ensure MEP designs align with construction methodologies, installation sequencing, access constraints, temporary works, and site delivery requirements.
