Planning Engineer – Project Controls in Riyadh, Saudi Arabia is a Construction opportunity with Parsons Corporation for an experienced planning professional who can develop baselined project schedules, manage Primavera P6 planning activities, monitor earned value, review contractor programs, and support performance reporting on major civil and infrastructure projects. The role is ideal for a detail-focused project controls specialist who can combine scheduling discipline, delay analysis, cost awareness, risk evaluation, and stakeholder coordination to support reliable project delivery.

Key Responsibilities
  • Develop fully baselined, resource-loaded, and labor-costed project schedules in line with project requirements.
  • Build and maintain project schedules covering agreed activities, deliverables, milestones, client requirements, and Work Breakdown Structure elements.
  • Implement project monitoring systems covering KPIs, earned value, total float, resource utilization, cost tracking, and performance trends.
  • Monitor project progress against approved plans and identify schedule risks, critical activities, slippage, and potential delay events.
  • Prepare recovery plans, contingency plans, and corrective action recommendations to support schedule objectives.
  • Review, monitor, and audit contractor schedules, planning assumptions, progress updates, reporting methods, and planning deliverables.
  • Perform schedule analysis and scenario modeling to assess the impact of design changes, construction changes, procurement delays, and other project events.
  • Provide schedule, risk, resource, cost, and delay analysis to support informed project decision-making.
  • Conduct critical path analysis and highlight activities that may affect milestones, completion dates, or contractual obligations.
  • Prepare regular project status reports, planning summaries, schedule narratives, dashboard inputs, and client-facing progress updates.
  • Develop and maintain earned value reports, KPI reports, milestone tracking records, and performance measurement dashboards.
  • Participate in project coordination meetings and provide planning input related to engineering, procurement, quality, cost, construction, and delivery activities.
  • Coordinate with project managers, engineers, contractors, commercial teams, and project controls staff to verify progress data and resolve schedule inconsistencies.
  • Maintain planning records, schedule baselines, update logs, delay evidence, progress data, and historical project information.
  • Support claims evaluation, delay analysis, and schedule risk reviews with clear planning data and structured technical input.
  • Help improve project controls workflows, forecasting methods, and reporting accuracy across the project team.
Ideal Profile
  • Bachelor's degree in Construction Management, Engineering, or a related field.
  • Minimum 8 years of project planning experience on major civil, infrastructure, rail, metro, transportation, or construction projects.
  • Strong technical expertise in Primavera P6.
  • Experience developing resource-loaded schedules, labor-costed programs, baseline schedules, and Work Breakdown Structure-based planning outputs.
  • Good understanding of schedule risk analysis, delay analysis, claims evaluation, and scenario modeling.
  • Strong knowledge of Earned Value Management, milestone tracking, KPI development, performance reporting, and progress measurement.
  • Ability to review contractor schedules, planning methodologies, progress updates, and reporting submissions.
  • Good understanding of financial and commercial aspects of project management, including cost tracking, resource planning, and performance forecasting.
  • Experience working in multidisciplinary project environments with engineers, contractors, commercial teams, project managers, and client stakeholders.
  • Knowledge of project controls, forecasting, performance management, and major infrastructure delivery methods is preferred.
  • Experience on rail, metro, transportation, or related infrastructure projects is advantageous.
  • Professional planning, scheduling, project controls, or project management certifications are an advantage.
