Role Context

The Manager – Testing and Commissioning will provide project-level leadership for the full commissioning lifecycle, from planning and sequencing through integrated testing, system turnover, documentation close‑out, and operational readiness support. This position plays a critical role in ensuring that complex airfield, terminal, building services, utility, and technology systems are safely tested, properly verified, and handed over in line with client requirements, safety standards, project specifications, and live operations expectations.

Key Responsibilities
  • Develop, maintain, and implement the Testing and Commissioning Management Plan in alignment with project delivery strategy, safety requirements, construction progress, and operational readiness objectives.
  • Define system boundaries, commissioning sequences, interface points, testing stages, milestone criteria, and handover requirements across multiple disciplines.
  • Coordinate testing and commissioning activities across MEP, ICT, SCADA, BMS, life safety, utilities, fuel systems, airfield lighting, HVAC, electrical distribution, fire protection, water networks, and IT infrastructure.
  • Work closely with design, construction, QA/QC, project controls, contractors, consultants, vendors, airport operators, and authorities to align commissioning activities with construction schedules and handover dates.
  • Oversee the preparation and execution of commissioning documentation, including method statements, inspection and test plans, test scripts, checklists, test records, and system turnover packages.
  • Lead functional performance testing, integrated systems testing, third‑party verification, factory acceptance testing, site acceptance testing, and final system commissioning.
  • Serve as the main coordination point for all testing and commissioning matters involving contractors, specialist subcontractors, OEMs, consultants, suppliers, client representatives, and operational stakeholders.
  • Facilitate technical interface alignment between building systems, landside assets, airside infrastructure, terminal facilities, utility networks, and airport operational teams.
  • Review commissioning readiness, identify constraints, track dependencies, and ensure required resources, documentation, permits, access, and safety controls are available before testing begins.
  • Validate system turnover packages, commissioning records, as‑built data, asset information, training records, test certificates, and O&M manuals before submission for acceptance.
  • Support operational readiness, airport transfer planning, ORAT activities, user training, transition planning, and preparation for live operations.
  • Monitor safe energization, live testing, system integration, lockout requirements, risk assessments, and method statement compliance during commissioning works.
  • Identify non‑conformances, commissioning defects, incomplete works, and interface issues, then coordinate corrective actions with responsible parties.
  • Maintain progress reporting for commissioning status, open issues, test completion, documentation readiness, stakeholder approvals, and final handover milestones.
  • Promote a disciplined commissioning culture focused on safety, quality, traceability, operational reliability, and timely project close‑out.
Ideal Profile
  • Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related technical discipline.
  • Minimum 15 years of experience in testing and commissioning management for large‑scale infrastructure, aviation, MEP‑intensive, or mission‑critical projects.
  • Strong experience in airports, airfield projects, data centers, hospitals, transport infrastructure, or other complex operational environments is highly preferred.
