Overview

Senior Utilities Engineer – Dry Services in Riyadh, Saudi Arabia. This role involves reviewing external utility designs, coordinating with authorities, and ensuring compliance with project requirements. The position supports major infrastructure, transportation, rail, and urban development projects.

Location:

Riyadh, Saudi Arabia.

Salary: 30,000 – 45,000 SAR per month (estimated).

Key Responsibilities
  • Review external dry utilities designs, including overhead and underground electrical networks, HV cables, MV cables, LV cables, fiber optic networks, street lighting systems, and telecommunications infrastructure.
  • Review plans, drawings, calculations, and design submissions prepared by design‑build contractors, developers, utility providers, consultants, and project teams.
  • Identify utility conflicts, interface issues, design gaps, and constructability concerns that may affect project delivery.
  • Assess dry utility conflicts and provide practical recommendations to support design coordination, approvals, and construction readiness.
  • Define utility interface requirements and prioritize critical issues affecting project execution, sequencing, safety, and authority coordination.
  • Investigate field issues affecting property owners, contractors, maintenance teams, and stakeholders due to utility relocations or infrastructure modifications.
  • Review installation activities related to external and internal electrical panels and associated dry utility infrastructure.
  • Provide technical guidance and support to CAD Designers, Drafters, junior engineers, and project team members.
  • Contribute to infrastructure master planning by providing technical input from field observations, site investigations, utility records, and design reviews.
  • Support the Lead Utilities Engineer during coordination meetings with utility providers, contractors, developers, consultants, and project stakeholders.
  • Coordinate dry utility designs and interfaces to ensure compliance with project requirements, utility authority requirements, applicable codes, and technical standards.
  • Assist in resolving technical issues related to utility diversions, utility relocations, new installations, electrical interfaces, telecom corridors, and street lighting works.
  • Prepare technical reports, design review comments, utility assessments, coordination notes, and recommendations related to dry utility design activities.
  • Maintain clear records of utility conflicts, interface decisions, design comments, authority requirements, action items, and resolution status.
  • Coordinate with multidisciplinary teams to integrate dry utilities with roads, rail, civil works, structures, wet utilities, landscape, public realm, and urban infrastructure.
  • Support timely project delivery by escalating unresolved utility conflicts, authority constraints, design inconsistencies, and field coordination risks.
Ideal Profile
  • Bachelor's degree in Electrical Engineering or a related discipline from an accredited institution.
  • Minimum 8 years of experience in external utility engineering, dry utilities design, electrical infrastructure coordination, or utility relocation support.
  • Strong experience with overhead and underground electrical networks, HV systems, MV systems, LV systems, fiber optic networks, street lighting, and telecommunications infrastructure.
  • Strong understanding of dry utilities design, utility coordination, design review processes, authority approvals, and utility relocation requirements.
  • Knowledge of technical and field challenges associated with rerouting, diverting, protecting, and relocating existing utility networks.
  • Experience reviewing design‑build submissions, contractor drawings, developer designs, utility provider inputs, and dry utility interface documentation.
  • Familiarity with international and local codes, standards, and utility regulations applicable in Riyadh is preferred.
  • Experience coordinating with local Riyadh utility agencies, authorities, developers, and infrastructure stakeholders is advantageous.
  • Experience on major infrastructure, transportation, rail, urban development, or city‑scale civil engineering projects is preferred.
