Position: ECC/TOP Engineer -System Completion Engineer

To manage and control the Erection Completion Certificates (ECC) and Turnover Packages (TOP) processes for all plant systems and subsystems, ensuring structured, timely, and technically complete handover from EPC Contractor to the Owner and O&M team in preparation for commissioning, performance testing, and Commercial Operation Date (COD).

The role ensures documentation integrity, system readiness verification, punch list management, and compliance with EPC contract, lender requirements, and project milestones.

Key Responsibilities
  • Support development and implementation of System Completion philosophy and system breakdown structure.
  • Review and verify Erection Completion Certificates (ECC) submitted by EPC Contractor.
  • Review and control Turnover Packages (TOP) prior to acceptance.
  • Ensure all required mechanical completion documentation is complete, signed, and traceable.
  • Monitor punch list categorization (A/B/C) and ensure closure before system acceptance.
  • Participate in system walk‑downs with EPC, Owner’s Engineer and O&M.
  • Monitor hydrostatic test packs and integrate into completion system.
  • Coordinate KKS tag installation with engineering and construction team.
  • Verify completeness of as‑built drawings, test reports, calibration certificates, vendor data books, inspection records, and preservation documentation.
  • Ensure turnover documentation aligns with EPC contract requirements and Owner standards.
  • Maintain ECC/TOP tracking register and status dashboard.
  • Ensure alignment of all departments with documentation for flawless system turnover.
  • Coordinate with Document Controller, Engineering, Construction, Quality and HSE teams.
  • Coordinate with Construction, QA/QC, Engineering, Planning and Commissioning teams.
  • Support readiness verification for energization, first fire, synchronization and reliability.
  • Participate in readiness reviews before major commissioning milestones.
  • Ensure documentation completeness prior to system release to O&M.
  • Interface with EPC Contractor, Owner’s Engineer, Lenders’ Technical Advisor and O&M Contractor.
  • Address technical observations related to system completion documentation.
  • Prepare weekly system completion reports.
  • Track ECC and TOP progress against L3/L4 schedule.
  • Highlight risks that may impact commissioning milestones or ICOD/PCOD.
  • Maintain structured electronic turnover documentation within EDMS.
Qualifications & Education
  • Bachelor’s degree in Electrical, Mechanical or Instrumentation & Control Engineering.
  • Professional certifications such as PMP or Quality/ISO training are preferred but not mandatory.
Experience Requirements
  • 5–10 years in power plant construction or large oil & gas industrial projects.
  • Experience in QA/QC, system completion, interface or commissioning support.
  • Exposure to combined‑cycle or thermal power projects preferred.
  • Experience in EPC project environment is highly desirable.
Technical Competencies
  • Ability to read and interpret P&IDs, SLDs, electrical schematics, control system architecture and layout drawings.
  • Understanding of mechanical completion versus commissioning and punch list management.
  • Knowledge of system boundary definition and turnover documentation requirements.
  • Proficient in MS Office and document control systems such as Aconex.
