The HSE Engineer oversees and audits the Contractor's health, safety and environmental performance across the off-site factory and the construction site. The role reviews and approves the Contractor's HSE submittals, confirms safe systems of work are in place before activities proceed, stops unsafe work and reports non-compliance to the Project Manager.

Job Description & Responsibilities:

Key responsibilities of the HSE Engineer on the modular building construction supervision team:

  • Review and approve the Contractor's HSE plan, environmental controls and emergency procedures, the HSE method statements (MS) and risk assessments, and the prequalification documents (PQD) of subcontractors and major plant, before activities start at the factory and on site.
  • Audit day-to-day compliance with the approved HSE plan across off-site module fabrication and on-site infrastructure, foundations, earthworks, logistics and module installation.
  • Confirm that permit-to-work, lifting plans and lockout/tagout (LOTO) are correctly applied for cranes, hot work, working at height, confined spaces and energised systems.
  • Run planned and unannounced inspections at both the site and the factory, then log the findings and set corrective actions with clear close-out dates.
  • Witness HSE arrangements during testing, commissioning and energisation, and review temporary‑works, traffic‑management and fire‑layout drawings before the related work begins.
  • Check competency and certification of operatives and plant, and verify lifting‑gear, PPE and hazardous‑material and waste documentation before anything is accepted onto the works.
  • Investigate incidents, near‑misses and unsafe conditions to root cause, then track corrective and preventive actions (CAPA) to verified close‑out.
  • Raise Non‑Conformance Reports (NCRs) and Site Observation Reports (SORs) on safety breaches, escalating any unresolved item to the PMC in writing.
  • Verify that dust and air, noise, water discharge, spill control, waste handling and housekeeping meet the National Center for Environmental Compliance (NCEC) and Ministry of Environment, Water and Agriculture (MEWA) requirements, with fire and life‑safety to Civil Defense standards.
  • Provide HSE input to the payment review, flagging any outstanding HSE items before progress is certified.
  • Produce daily, weekly and monthly HSE reports, maintain the safety statistics, and feed the PMC's periodic safety reviews.

Qualifications &

Experience:

  • An accredited bachelor's degree in electrical or communications engineering, with registration or eligibility with the Saudi Council of Engineers (SCE);
    Professional Engineer (PE) accreditation is preferred.
  • Minimum 5 years in construction health and safety on building, infrastructure or industrial projects, including supervising or auditing contractor safety on active sites.
  • NEBOSH International General Certificate (IGC) is mandatory, backed by proven site HSE leadership in the field.
  • A degree in engineering or occupational safety is an advantage; the NEBOSH IGC plus proven site HSE leadership is the core requirement.
  • IOSH Managing Safely is preferred; OSHA 30‑Hour Construction and ISO 45001 awareness are also welcome.
  • Sound knowledge of permit‑to‑work systems, risk assessment, incident investigation, working at height, lifting operations, confined space and energised‑system safety.
  • Experience on modular, prefabricated or precast construction or Design for Manufacture and Assembly (DfMA) programs is an advantage.
  • Saudi or Gulf (GCC) construction‑supervision experience and familiarity with Civil Defense / SALAMA life‑safety and NCEC / MEWA environmental requirements are highly preferred.
  • Good written and spoken English for safety records, audits and reporting;
    Arabic is an advantage.
  • Open to international and Saudi candidates, who must be legally eligible to work in Saudi Arabia. The role is based across multiple cities in the Kingdom, and some travel may be required.
