Position Overview Parsons is hiring a Roads and Pavement Engineer
- Airport Development in Riyadh, Saudi Arabia for a major infrastructure project within the Airlines/Aviation industry. The engineer will support design reviews, construction supervision, quality control, and technical coordination for airfield pavements, airport landside roads, and associated civil works. The role requires detailed knowledge of flexible and rigid pavement design, construction materials, testing procedures, and airport operational requirements. The successful candidate will coordinate with authorities, consultants, contractors, and engineering disciplines to ensure that pavement systems are safe, durable, compliant, and suitable for long-term service.

Role Context Airport pavement systems must withstand demanding aircraft and vehicle loads while maintaining safe operations throughout construction and future service. Design quality, material selection, drainage, workmanship, testing, and phased delivery all influence pavement performance. The Roads and Pavement Engineer will connect technical design requirements with construction activities on site. Effective review and supervision will reduce defects, manage operational disruption, protect asset durability, and support the timely completion of airport infrastructure.

Key Responsibilities
  • Review roadway, landside-road, and airfield-pavement designs.
  • Verify compliance with approved project requirements, specifications, and international standards.
  • Assess roadway alignments, geometric layouts, grading, levels, cross-sections, and drainage interfaces.
  • Review flexible and rigid pavement designs for technical suitability.
  • Evaluate pavement-thickness calculations, loading assumptions, design life, and material specifications.
  • Assess proposed pavement performance, durability, maintainability, and lifecycle requirements.
  • Review contractor shop drawings, technical submissions, and construction method statements.
  • Conduct site inspections to verify workmanship, materials, dimensions, and approved installation procedures.
  • Monitor construction quality and identify deviations requiring corrective action.
  • Coordinate pavement interfaces with airfield systems, utilities, drainage, lighting, and other civil infrastructure.
  • Review the potential operational impact of pavement construction activities.
  • Support phased-construction plans that maintain airport access and operational continuity.
  • Coordinate technical matters with airport authorities, consultants, contractors, and government agencies.
  • Assist with technical submissions, reviews, approvals, and resolution of engineering comments.
  • Monitor field and laboratory testing for pavement materials.
  • Review asphalt-mix, concrete, compaction, strength, and quality-control reports.
  • Confirm that testing results satisfy project specifications and acceptance criteria.
  • Prepare technical reports, review comments, engineering memoranda, and recommendations.
  • Track work progress and report construction-quality concerns.
  • Participate in constructability reviews and project-risk assessments.
  • Promote safe working practices across road and pavement construction activities.
  • Support the inspection, completion, and handover of finished pavement assets.
Ideal Profile
  • Bachelor 's degree in Civil Engineering.
  • Minimum eight years of professional experience in roads and pavement engineering.
  • Background in airport, highway, or major transportation-infrastructure projects.
  • Proven construction-supervision and field-inspection experience.
  • Strong knowledge of flexible and rigid pavement-design principles.
