An excellent opportunity is available for an experienced Senior Procurement Engineer to join the Riyadh Metro Line 2 Extension Project in Riyadh, Saudi Arabia. This senior-level role is ideal for procurement professionals with extensive experience sourcing construction plant, heavy machinery, tunnelling equipment, and specialized engineering materials for major infrastructure projects. The successful candidate will lead procurement activities while ensuring timely delivery, cost optimization, and compliance with project and regulatory requirements.
As a Senior Procurement Engineer, you will oversee procurement planning, supplier management, tendering, contract negotiations, logistics coordination, and procurement reporting. You will collaborate closely with engineering, commercial, project controls, and site operations teams to support one of the region’s largest transportation infrastructure developments. Key Responsibilities- Lead procurement activities for construction plant, heavy machinery, TBM spares, consumables, and specialized tunnelling equipment.
- Develop and manage procurement plans aligned with the project master schedule and site mobilization requirements.
- Identify, evaluate, and pre-qualify local and international suppliers for plant, machinery, equipment, and spare parts.
- Prepare and issue Requests for Quotation (RFQs) and tenders.
- Conduct technical and commercial bid evaluations and negotiate pricing, delivery schedules, and contract terms.
- Coordinate with Plant, Fleet, Tunnel, Engineering, and Site Operations teams to define procurement priorities.
- Manage procurement of rental and leased equipment, including cranes, excavators, batching plants, generators, and other construction machinery.
- Coordinate customs clearance, logistics planning, and timely delivery of imported equipment into Saudi Arabia.
- Maintain supplier databases, procurement trackers, and vendor performance records.
- Support project cost control and procurement budgeting activities.
- Ensure compliance with project procedures, joint venture governance, Saudi local content (IKTVA) requirements, and Health, Safety, and Environmental (HSE) standards.
- Coordinate warranty management, after-sales support, and spare parts agreements with suppliers and OEMs.
- Prepare procurement status reports, expediting reports, and procurement risk registers for management review.
Education
- Bachelor’s Degree in Mechanical Engineering, Civil Engineering, Supply Chain Management, or a related discipline.
Experience
- Minimum of 8–12 years of procurement experience.
- Extensive experience in plant and machinery procurement for major infrastructure, tunnelling, or heavy civil construction projects.
- Experience in vendor sourcing, tendering, bid evaluation, and contract negotiation.
- Middle East or GCC project experience is preferred.
- Metro, railway, or tunnelling project experience is a strong advantage.
