Role Context The Senior Transport Modeling and Network Planning specialist provides strategic technical leadership for understanding how Riyadh 's transportation system performs today and how it is expected to evolve as the city grows. The position connects metropolitan forecasting with corridor-level traffic management, transforming large transport datasets and sophisticated model outputs into practical recommendations for infrastructure planning, congestion reduction, public transport development, and investment prioritization.

Working with transportation planners, traffic engineers, civil specialists, analysts, consultants, operators, and RCRC stakeholders, the role ensures that proposed mobility interventions address both immediate operational problems and long-term network requirements.

The role will provide independent technical assurance across major transportation studies.

• Lead strategic transportation modeling, network planning, and travel demand analysis supporting Riyadh traffic management programs.
• Apply metropolitan travel demand models to evaluate existing and future travel patterns, corridor demand, network loading, and congestion.
• Direct semi-annual transportation assessments to identify material changes in travel demand, development activity, traffic patterns, and overall system performance.
• Provide corridor assessment teams with network-wide analysis to determine whether traffic problems originate locally or result from broader demand and network conditions.
• Evaluate proposed roadway links, capacity improvements, corridor enhancements, transit projects, and multimodal interventions.
• Quantify how alternative transportation scenarios affect traffic volumes, route selection, travel times, congestion, and network utilization.
• Support prioritization of congestion-management projects by comparing existing and forecast transportation demand.
• Assess mobility impacts associated with major development programs, giga projects, population growth, and changing land-use patterns.
• Develop future-year forecasts for strategic corridors, major intersections, development zones, and transport investment areas.
• Ensure traffic-management recommendations consider expected future network conditions rather than relying only on present-day performance.
• Network analysis will include detailed interpretation of metropolitan performance indicators.
• Generate and evaluate vehicle-kilometers traveled, vehicle-hours traveled, network speeds, journey times, congestion measures, utilization levels, and modal shares.
• Identify recurring and emerging congestion patterns across the metropolitan network.
• Examine network connectivity and route-choice behavior under alternative infrastructure scenarios.
• Analyse the relationship between roadway capacity, public transport provision, urban development, and changing travel demand.
• Identify locations where strategic interventions can generate the highest mobility benefit.
• Support development of transportation performance-monitoring frameworks for future assessments.
• Review model assumptions, network coding, traffic analysis zones, trip matrices, demand inputs, and land-use forecasts.
• Evaluate trip generation, trip distribution, mode choice, and network assignment outputs.
• Assess calibration and validation results to determine whether models adequately reproduce observed conditions.
• Reconcile model outputs against traffic counts, travel-time surveys, probe-speed information, and field observations.
• Identify inconsistencies between modeled and observed travel behavior and recommend appropriate investigation or adjustment.
