Position: Director for Roads and Car Parks (Q - CO)

Jasara Program Management Company (Jasara PMC) is a leading Joint Venture between Public Investment Fund (PIF), Jacobs, and Saudi Aramco, established to deliver world-class program management services across the Kingdom of Saudi Arabia. Jasara plays a key role in supporting the realization of Saudi Vision 2030, particularly in delivering giga-projects and large-scale infrastructure developments.

We are seeking a Director for Roads and Car Parks to join JASARA PMC. The Director – Roads and Car Parks serves as the Subject Matter Expert (SME) responsible for the strategic planning, assurance, governance, performance monitoring, operational readiness, asset management, and lifecycle optimization of roads, tunnels, and car park infrastructure. The role provides technical leadership and oversight across the full asset lifecycle, ensuring infrastructure assets are safe, reliable, sustainable, compliant, and aligned with organizational objectives and industry best practices.

Key Responsibilities Strategic Leadership
  • Develop and implement the long-term strategy for roads, tunnels, and car park assets.
  • Establish asset management frameworks, standards, policies, and procedures aligned with international best practices.
  • Support executive leadership in defining infrastructure investment priorities and capital planning strategies.
  • Act as the technical authority and SME for all roads, tunnels, and parking-related infrastructure matters.
Asset Management and Lifecycle Planning
  • Lead asset lifecycle management activities including planning, design review, operation, maintenance, renewal, and replacement strategies.
  • Develop and maintain asset management plans, asset condition assessments, and long-term investment programs.
  • Ensure infrastructure assets achieve required levels of service while optimizing whole-life costs.
  • Oversee asset criticality assessments and risk-based maintenance approaches.
Assurance and Governance
  • Lead Stage Gate Assurance reviews for roads, tunnels, and car park projects.
  • Review project deliverables and provide technical recommendations for Go/No-Go decisions.
  • Ensure compliance with organizational governance requirements, industry standards, and regulatory obligations.
  • Conduct technical audits, performance reviews, and assurance assessments.
Design and Technical Oversight
  • Review and approve engineering designs, specifications, standards, and technical submissions.
  • Ensure designs meet operational, safety, sustainability, accessibility, and maintainability requirements.
  • Evaluate innovative technologies, smart mobility solutions, and industry developments.
  • Provide expert technical guidance on road geometry, pavement systems, tunnel systems, drainage, parking facilities, traffic management, and associated infrastructure.
Operations and Maintenance
  • Monitor operational performance of road, tunnel, and parking assets.
  • Ensure maintenance strategies are effectively implemented to maximize asset performance and reliability.
  • Drive continuous improvement initiatives to increase efficiency and service levels.
  • Support operational readiness and transition from project delivery to operations.
Risk Management and Compliance
  • Identify infrastructure risks and develop mitigation strategies.
  • Ensure compliance with local regulations, international standards, and health and safety requirements.
  • Oversee emergency response, resilience planning, and business continuity considerations for critical infrastructure.
  • Monitor environmental and sustainability performance requirements.
Stakeholder Management
  • Collaborate with internal and external stakeholders, including project teams, operators, consultants, contractors, regulators, and government authorities.
  • Represent the organization in technical committees and industry forums.
  • Provide executive-level reporting and technical advice to senior leadership.
Performance Monitoring
  • Develop and monitor KPIs related to asset performance, condition, availability, reliability, and lifecycle costs.
  • Establish reporting dashboards and performance review processes.
  • Ensure data-driven decision-making through asset intelligence and performance analytics.
