About

the Opportunity:

The Director, Power Management provides strategic leadership for the city’s power and electrical asset portfolio, ensuring electrical infrastructure, networks, systems, services and commercial arrangements are effectively planned, governed and optimised throughout their lifecycle.

The role develops long-term strategies, lifecycle investment plans, performance frameworks, regulatory assurance and asset management standards to support safe, reliable, resilient and cost-effective power services. It oversees electrical distribution, substations, transformers, switch gear, renewable energy, energy storage, street lighting and associated control and monitoring systems, while promoting energy efficiency, decarbonisation and digital enablement.

The position ensures alignment with the city’s asset management framework, sustainability objectives, Saudi regulations, Vision 2030 priorities and global best practices.

Responsibilities include:
  • Lead the strategic direction, governance, operating model, policies and performance framework for the city-wide power and electrical asset portfolio.
  • Develop long-term power asset strategies, service models, load forecasts, capacity plans and lifecycle investment programmes aligned with city growth and operational requirements.
  • Drive energy efficiency, renewable energy, demand-side management, carbon reduction and energy optimisation initiatives in line with ESG objectives and Vision 2030.
  • Establish asset information, digital systems, smart-grid technologies, advanced metering, data governance, performance dashboards and analytics to support informed decision‑making.
  • Ensure compliance with applicable electricity regulations, electrical codes, grid requirements, permits, licensing obligations and regulatory reporting through engagement with relevant authorities.
  • Oversee asset lifecycle management for power infrastructure, including substations, transformers, switch gear, distribution networks, street lighting, renewable energy assets, energy storage systems and associated control systems.
  • Lead health, safety and environmental management, ensuring electrical safety, system reliability, regulatory compliance, network resilience, emergency response and business continuity.
  • Develop commercial, procurement, investment and service‑provider governance strategies, including power supply arrangements, contracts, KPIs, SLAs, budgeting and lifecycle cost optimisation.
  • Build strong relationships with developers, utility providers, network operators, facility managers, regulators, government authorities and major energy users to support power service and sustainability objectives.
  • Lead organisational capability development, fostering a culture of safety, operational excellence, innovation, sustainability, continuous improvement and workforce development.

Role Requirements:
  • Bachelor’s degree in Electrical Engineering, Power Systems Engineering, Energy Engineering, Utilities Management, Asset Management or a related field. A Master’s degree and relevant professional certifications are preferred.
