Role Context

The Lead Rolling Stock Manager will provide technical leadership for installation, integration, testing, commissioning, and handover of rolling stock and associated depot equipment. Reporting to the Systems Manager, the position will ensure vehicle systems and their interfaces with the wider railway are verified against project requirements before operational acceptance. The role extends beyond individual vehicle performance. It will coordinate the interaction between rolling stock, signaling, Platform Screen Doors, SCADA, traction power, depot systems, and railway infrastructure while reviewing engineering standards, test procedures, commissioning results, maintenance requirements, and system integration documentation.

Effective leadership will directly support passenger safety, fleet availability, reliability, lifecycle performance, and successful commencement of metro operations.

Key Responsibilities
  • Lead technical activities associated with rolling stock installation, integration, testing, commissioning, and handover.
  • Oversee rolling stock and depot equipment testing across the metro program.
  • Monitor subcontractor testing, commissioning, defect resolution, and asset handover activities.
  • Review testing and commissioning strategies, programs, procedures, method statements, and technical reports.
  • Confirm test documentation adequately addresses future operation and maintenance requirements.
  • Monitor Type Testing, Routine Testing, Performance Testing, Dynamic Testing, and Final Testing activities.
  • Review test results against contractual requirements, specifications, standards, and acceptance criteria.
  • Identify technical deficiencies, recurring failures, and opportunities to improve testing effectiveness.
  • Coordinate corrective actions where testing identifies non-compliance or performance concerns.
  • Verify closure of rolling stock defects and outstanding commissioning actions before acceptance.
  • Assess readiness of vehicles and associated systems for integrated testing and operational use.
  • Review engineering outputs produced by designers, Design and Build contractors, suppliers, and specialist rail teams.
  • Verify technical accuracy of documentation related to systems integration and commissioning.
  • Develop and review engineering standards, technical specifications, procedures, and operating instructions.
  • Ensure rolling stock technical requirements support safe, reliable, maintainable, and cost-effective asset operation.
  • Review design changes affecting vehicle functionality, interfaces, testing, or lifecycle performance.
  • Provide technical recommendations on rolling stock issues requiring management decision.
  • Coordinate rolling stock interfaces with Platform Screen Doors.
  • Manage vehicle integration requirements involving signaling and train control systems.
  • Coordinate rolling stock interfaces with SCADA and supervisory systems.
  • Review traction and auxiliary power supply interfaces affecting rolling stock operation.
  • Liaise with infrastructure, track, depot, signaling, power, communications, and other rail engineering disciplines.
  • Identify interface dependencies that could affect system integration or commissioning milestones.
  • Coordinate with contractor System Interface Managers on integration planning and technical closure.
  • Plan and monitor integration tests involving multiple railway systems.
  • Ensure interface test results are documented, reviewed, submitted, and formally closed.
  • Support configuration control across rolling stock and integrated system interfaces.
  • Verify that software, hardware, equipment, and data configurations remain compatible during testing.
  • Participate in multidisciplinary systems integration reviews and commissioning meetings.
  • Monitor integration risks and elevate unresolved technical issues affecting railway readiness.
  • Ensure rolling stock testing reflects the requirements of the Systems Engineering Life Cycle.
