Role Context

This senior engineering position is responsible for strengthening health and safety controls across projects, worksites, and operational activities. The engineer will evaluate workplace hazards, improve preventive measures, investigate incidents, and ensure that safety requirements are incorporated into planning and execution. The role has a direct impact on workforce protection, legal compliance, project continuity, and organizational performance. By using safety data, field observations, and structured investigations, the engineer will help reduce incidents and promote consistent accountability across multidisciplinary teams.

Key Responsibilities
  • Develop and maintain occupational health and safety policies, procedures, plans, and operating standards.
  • Align HSE programs with Saudi Arabian labor requirements, OSHA guidance, ISO 45001, and project-specific obligations.
  • Conduct detailed workplace risk assessments, job hazard analyses, and operational safety reviews.
  • Identify physical, chemical, ergonomic, environmental, and task-related hazards.
  • Recommend suitable engineering controls, administrative measures, safe systems of work, and personal protective equipment.
  • Investigate accidents, injuries, unsafe events, and near misses using recognized root cause analysis methods.
  • Develop corrective and preventive actions and monitor them through verified completion.
  • Plan and conduct safety audits, compliance inspections, and management system assessments.
  • Record non-conformances and prepare practical action plans with responsible owners and completion dates.
  • Develop employee induction programs, toolbox talks, workshops, and specialist safety training.
  • Explain safety procedures and legal requirements to employees, supervisors, managers, and contractors.
  • Maintain safety data sheets, standard operating procedures, emergency plans, inspection records, and incident documentation.
  • Coordinate emergency preparedness activities and review response arrangements for foreseeable incidents.
  • Work with department heads and project teams to integrate safety controls into work methods and project planning.
  • Analyze incident rates, audit findings, leading indicators, and other safety performance metrics.
  • Prepare reports, dashboards, and evidence-based recommendations for senior management.
  • Track changes in occupational safety regulations, industry guidance, and technical standards.
  • Coordinate with regulatory authorities, external auditors, consultants, and client safety representatives.
  • Use safety management platforms to monitor hazards, inspections, incidents, actions, and compliance status.
  • Promote active reporting, professional responsibility, and continuous improvement across all operational levels.
Ideal Profile

The successful candidate will have at least 15 years of professional experience in health and safety engineering, occupational risk management, construction safety, industrial safety, or a closely related field. Applicants must demonstrate comprehensive knowledge of Saudi Arabian occupational safety requirements, OSHA standards, ISO 45001, risk assessment, incident investigation, corrective action management, and safety management systems. Experience with in construction, infrastructure, manufacturing, consultancy, or industrial environments is strongly preferred.

Candidates should also be confident interpreting safety data, preparing professional reports, delivering training, and advising multidisciplinary teams. Professional credentials such as Certified Safety Professional, Certified Industrial Hygienist, NEBOSH, or an equivalent qualification would strengthen an application.
