The Senior Commissioning Engineer will provide program-level assurance over the transition of completed infrastructure from construction into safe, documented, and operationally ready assets. Rather than focusing on a single discipline, the role will coordinate completion requirements across civil infrastructure, MEP, utilities, ITS, power, drainage, and other interconnected systems. Its business impact lies in preventing incomplete documentation, unresolved interfaces, outstanding defects, failed testing, or approval gaps from delaying acceptance and transfer to receiving entities.
Key Responsibilities- Develop and implement program-wide testing, commissioning, completion, and handover strategies aligned with PMO requirements.
- Establish handover procedures, readiness criteria, workflows, checklists, responsibility matrices, and acceptance gates.
- Define clear requirements for Substantial Completion, Final Handover, and subsequent closeout stages.
- Review contractor and PMCM commissioning strategies to confirm alignment with contractual and technical requirements.
- Oversee Testing and Commissioning activities across multidisciplinary infrastructure packages.
- Validate commissioning sequences, test methodologies, acceptance criteria, system functionality, and integration requirements.
- Review contractor T&C plans, method statements, Inspection and Test Plans, procedures, and supporting technical submissions.
- Monitor completion of Construction Acceptance Tests and other required verification activities.
- Confirm that test results and commissioning records provide adequate evidence of system performance.
- Coordinate commissioning interfaces between civil, mechanical, electrical, utility, power, and ITS systems.
- Verify critical dependencies such as electrical supply to ITS assets, drainage connectivity, traffic signal operation, and utility interfaces.
- Identify interface gaps capable of preventing integrated testing or operational acceptance.
- Review As-Built Drawings for completeness and consistency with installed assets.
- Verify submission and acceptance of Operation and Maintenance Manuals.
- Monitor preparation of training plans and confirm that required operator training is completed and documented.
- Review warranties, guarantees, recommended spare parts, and other contractual handover deliverables.
- Verify completeness of Testing and Commissioning Reports before package acceptance.
- Review asset registers and ensure required asset information is prepared for transfer to receiving organizations.
- Coordinate GIS submissions and digital asset information where required by project standards.
- Maintain structured handover trackers showing documentation status, testing progress, approvals, outstanding works, and responsible parties.
- Manage readiness assessments for Substantial Completion.
- Monitor snag and punch-list closure and identify items that could prevent contractual completion.
- Confirm that Road Safety Audits and other operational readiness evidence are completed where applicable.
- Evaluate partial completion proposals and advise PMO leadership on associated technical and operational risks.
- Monitor contractor and PMCM performance against agreed handover milestones.
- Identify delays, incomplete submissions, unresolved defects, and acceptance risks requiring corrective action.
- Escalate critical handover constraints and recommend practical recovery measures.
- Coordinate with municipalities, utility providers, traffic control organizations, and other relevant authorities.
- Support acquisition of permits, approvals, clearances, and acceptance documentation required for asset transfer.
- Engage receiving entities early enough to confirm documentation, testing, training, and operational acceptance expectations.
- Facilitate multidisciplinary handover and commissioning workshops.
- Coordinate technical responses where receiving organizations raise comments or acceptance conditions.
