Technical Manager (Aviation/Infrastructure)
Parsons is looking for a talented Technical Manager who will be responsible to lead technical design reviews for utilities, and supporting infrastructure, ensuring design compliance, constructability, multidisciplinary coordination, and alignment with project requirements and aviation standards for aviation, infra and similar projects.
Key Responsibilities- Lead technical reviews of design drawings, specifications, calculations, reports, and technical submittals.
- Review designs for compliance with ICAO, FAA, local aviation authority requirements, codes, and project specifications.
- Assess design completeness, technical quality, constructability, maintainability, and operational suitability.
- Coordinate multidisciplinary design interfaces between airfield, utilities, terminal, MEP, civil, structural, and operational systems.
- Lead design review workshops and technical coordination meetings with designers, contractors, consultants, and stakeholders.
- Review and resolve RFIs, technical queries, design clarifications, nonconformances, and proposed design modifications.
- Drive value engineering, design optimization, and buildability improvements while protecting safety, quality, and operational requirements.
- Monitor the implementation of design intent during construction and provide technical direction to the supervision team.
- Identify and mitigate technical, design, interface, and operational risks affecting project cost, schedule, and quality.
- Support commissioning, ORAT, operational readiness, handover, lessons learned, and technical closeout activities.
- Minimum 20years of experience in aviation, airport, airfield, or infrastructure projects.
- Extensive experience reviewing designs for airfield pavements, taxiways, aprons, utilities, and supporting facilities.
- Experience coordinating multidisciplinary designs and resolving complex technical interfaces.
- Experience on large-scale airport or aviation infrastructure programs.
- Experience in construction supervision, PMCM, design management, or technical assurance roles.
- Experience reviewing designs within active or operational airport environments.
- Experience supporting value engineering, risk assessments, and technical governance reviews.
- Experience coordinating with airport operators, aviation authorities, contractors, and design consultants.
- Experience mentoring technical managers, engineers, and multidisciplinary project teams.
- Bachelor’s degree in Civil Engineering, Structural Engineering, or a related discipline.
- Professional engineering registration may be required.
- Professional Engineer, Chartered Engineer, or equivalent certification.
- Strong knowledge of design review processes, constructability assessments, technical compliance, and design assurance.
- Knowledge of ICAO, FAA, local aviation authority regulations, and applicable international standards.
- Proven ability to review technical documentation, drawings, specifications, calculations, and contractor submissions.
- Strong technical leadership, analytical, problem-solving, and decision-making skills.
- Excellent written and verbal communication skills.
- Familiarity with BIM, digital engineering, document-control, and project-management systems.
- Knowledge of airfield lighting, navigational aids, drainage, utilities, and airport operational systems.
- Familiarity with commissioning, ORAT, operational readiness, and handover processes.
