Parsons Corporation is seeking a highly experienced Senior Highways Design Subject Matter Expert (SME) to provide technical leadership and independent engineering advice across major highway and road infrastructure projects in Riyadh, Saudi Arabia. Acting as the client 's technical authority and trusted advisor, the successful candidate will oversee highway design quality, regulatory compliance, technical coordination, and design optimization across multiple projects and development stages.

The role involves reviewing highway engineering deliverables from feasibility studies through Issued for Construction (IFC) designs, advising on design standards and exceptions, and ensuring that proposed solutions are safe, technically sound, constructible, and coordinated with other engineering disciplines. The Senior Highways Design SME will work closely with client teams, government authorities, design consultants, contractors, and development partners to resolve technical challenges, support design approvals, and improve infrastructure delivery outcomes.

Candidates must have a bachelor 's degree in Civil Engineering, at least 15 years of professional highway design experience, and a minimum of 5 years working on projects in the Middle East. Experience in Saudi Arabia is strongly preferred.

• Provide independent engineering advice on highway design principles, applicable standards, and international best practices.
• Support the development, interpretation, and application of highway design criteria.
• Review and advise on typical road sections and standard engineering details.
• Contribute to Basis of Design documents and technical guidance materials.
• Evaluate proposed design departures, exceptions, and non-standard engineering solutions.
• Ensure technical risks associated with design exceptions are identified, assessed, and appropriately managed.
• Provide senior-level technical guidance to support design quality, constructability, and project delivery objectives.

• Undertake detailed technical reviews of highway design deliverables throughout the project lifecycle.
• Review feasibility studies and Traffic Impact Studies.
• Assess concept, preliminary, and detailed highway designs.
• Review Issued for Construction drawings and supporting engineering documentation.
• Verify that highway design solutions meet applicable technical requirements and project objectives.
