This role is conducted within the vision, mission, and strategic plan of the Insurance Authority. The Expert of Enforcement safeguards the Authority’s statutory mandate by delivering rigorous, evidence-based investigations that deter misconduct and uphold public trust and market integrity. Reporting to the Director of Enforcement, this role will evaluate complex allegations, synthesize digital and documentary intelligence, and craft defensible enforcement recommendations that withstand judicial scrutiny.
The incumbent orchestrates data‑driven insights, inter‑agency collaborations, and expert coaching to embed consistent investigative standards and a proactive compliance culture across all regulated entities. By continuously refining methodologies, governance tools, and performance dashboards, the position enhances enforcement efficacy, mitigates systemic risk, and reinforces the Authority’s credibility in the wider regulatory ecosystem.
- Analyze complaints, whistle‑blower tips, and monitoring triggers to determine jurisdictional relevance and initiate formal enforcement files in accordance with the Authority’s case‑intake protocol.
- Gather, authenticate, and interpret digital, documentary, and testimonial evidence through interviews, on‑site inspections, and open‑source intelligence tools.
- Prepare detailed investigation plans, timelines, and resource estimates, ensuring alignment with the Director of Enforcement’s priorities and statutory deadlines.
- Draft legally sound notices of violation, warning letters, and administrative penalty recommendations that withstand appeal and judicial scrutiny.
- Coordinate with Legal Affairs to finalize settlement agreements or elevate cases to prosecution, ensuring procedural fairness and evidence integrity.
- Monitor respondents’ remediation plans and verify closure through follow‑up inspections, documenting residual risks or repeat offences.
- Leverage forensic software and data‑visualization tools to detect patterns, quantify harm, and calculate recommended penalties.
- Maintain accurate case metrics in the Enforcement Management System, generating dashboards that inform quarterly performance reviews.
- Present concise case synopses and risk‑trend insights to senior management and cross‑functional committees.
- Liaise with Compliance and Licensing teams to relay emerging non‑compliance themes and propose preventative guidance for industry outreach.
- Provide technical coaching to Specialists and newly hired Investigators, fostering consistent investigative standards across the unit.
- Represent the Enforcement Department in inter‑agency taskforces, sharing best practices and securing cooperative evidence‑gathering arrangements.
- Review and recommend updates to investigation SOPs, sanctioning matrices, and evidence‑handling protocols to reflect legislative amendments and international benchmarks.
- Support system testing and user‑acceptance activities when new enforcement‑technology modules are deployed, ensuring functionality meets front‑line needs.
- 4+ years with Bachelor’s degree, 2+ years with Master’s degree
- Bachelor’s Degree in Public Policy, Law, Economics, Insurance, Business Administration, or a relevant field
