Job Overview
Under the supervision of the GAO Director, the Partnerships Specialist – Humanitarian Action will lead engagement with state and institutional donors on humanitarian contexts in GAO. The incumbent will bridge crisis analysis, response readiness, and partner‑facing narrative development to mobilize flexible funding while safeguarding UNICEF’s strategic positioning.

- Coordination and Reporting
- Education:
Advanced university degree in International Relations, Political Science, Security Studies, Public Policy, or related field. - Work experience:
Minimum 5 years of progressively responsible professional experience in humanitarian political analysis, donor engagement or related field. - Proven experience in geopolitical and conflict analysis, risk‑informed narrative development and scenario planning.
- Strong analytical and drafting skills, ability to produce concise leadership‑ready briefs.
- Experience in early warning, early action, contingency planning/preparedness is a strong asset.
- Capacity in humanitarian diplomacy and strategic donor positioning.
- Strong coordination and stakeholder management skills.
- Skills:
strategic positioning, analytical reporting, coordination, stakeholder management, drafting, and political analysis. - Language requirements:
Fluency in Arabic and English.
- Knowledge of another official UN language (Chinese, French, Russian, Spanish) or a local language.
- Experience in development, contingency planning, early warning, and early action.
- Relevant experience at country level in development, fragile settings and humanitarian contexts.
