Saudi Elaf is looking for an experienced HR Manager to lead recruitment and organizational development initiatives and support major construction projects across Saudi Arabia.
Key Responsibilities- Lead recruitment strategies and end-to-end talent acquisition,
- Build and manage high-performing recruitment teams,
- Drive organizational development, workforce planning and talent management,
- Develop HR policies, procedures and systems,
- Ensure compliance with Saudi labor regulations, GOSI, Muqeem/Absher and Saudization requirements,
- Partner with leadership on succession planning, training and employee development,
- Support workforce planning and localization/Saudization targets,
- Develop HR reports, KPIs and workforce analytics.
- 15+ years of HR experience, including at least 5 years in a managerial role,
- Experience in construction, engineering or contracting is preferred,
- Proven experience managing high-volume recruitment for large construction projects in Saudi Arabia,
- Strong knowledge of Saudi Labor Law, GOSI, Muqeem/Absher and Saudization,
- Strong organizational development, manpower planning and talent management experience,
- Experience with HR systems such as SAP Success Factors, Oracle or similar, plus MS Office,
- Bachelor’s degree in HR, Business Administration or a related field. Master’s is a plus,
- Fluency in Arabic and English is mandatory.
